Building Department - City of Florence
The building permit authority for the City of Florence, Colorado, in Fremont County. Building permits are required for construction, alteration, moving, demolition, repair, maintenance, and use of any building or structure within city limits, including re-roofing. Electrical and plumbing permits are handled separately by the State of Colorado (DORA), not by the city.
Central City - Building, Historic Preservation and Planning
The building permit authority for Central City, Gilpin County seat and a National Historic Landmark District. The City's Forms, Permits and Applications page states: "SAFEBuilt is the Building Official for Central City. All applications and inspections should be completed through the online portal Community Core." Properties within the Historic District additionally require a Certificate of Appropriateness from the Historic Preservation Commission for exterior work, reviewed separately from the building permit.
City and County of Broomfield - Building Division

City of Alamosa - Building Department

City of Arvada - Building Division

City of Aspen Building Department - Community Development
The building permit authority for the City of Aspen, Colorado. Roofing and re-roofing permits are applied for through the city's online Salesforce Permit Portal, contractors must hold both an active City of Aspen business license and contractor license, and the city has adopted the 2021 International Codes with local energy and wildfire amendments.
City of Aurora - Building Division

City of Boulder - Building Permits & Inspections

City of Brush Community Development Department
The building permit authority for the City of Brush in Morgan County, Colorado. Re-roofing requires a permit under the city's simple permit designation, contractors must hold city credentials with liability insurance, and the city has adopted the 2018 ICC family of codes.
City of Cañon City - Building Department
The building permit authority for the City of Cañon City, Fremont County. Requires a permit for roofing (new and replacement), licenses general and limited contractors directly, and has adopted the 2018 edition International Codes.
City of Castle Pines Building Department

City of Centennial - Building Division

City of Craig - Craig/Moffat Regional Building Department

City of Cripple Creek Building Department
The building permit authority for the City of Cripple Creek, Teller County. The City's own Building Department, under the Planning & Community Development Department, processes building permit applications and annual contractor license applications and handles nuisance/code violations; SAFEbuilt is engaged as the City's full-service company for plan review, permits, and inspections, working alongside a City-employed Combination Building Inspector.
City of Dacono - Community Development Department (Building Division)
The building permit authority for the City of Dacono, Weld County. Plan review and inspection services are contracted to SAFEbuilt Colorado, with permit applications, plan submittals, and payments generally handled through the Community Core online portal. The department requires a permit for re-roofing, requires contractors to be licensed with the City before starting work, and has adopted the 2024 I-Codes.
City of Durango - Building Division
The building permit authority for the City of Durango, Colorado. The Building Division requires permits for all commercial and residential roofing replacements, handles permitting and inspections through the OpenGov online portal, requires contractors to hold a City of Durango Business License, and has adopted the 2024 International Codes effective January 1, 2026.
City of Edgewater Building Division
The building permit authority for the City of Edgewater in Jefferson County. The city has contracted its building division services through SAFEbuilt since 2013, issues permits through the CommunityCore portal, and requires contractors to obtain a city contractor's license before permits are issued.
City of Englewood - Building Division
The building permit authority for the City of Englewood in Arapahoe County. Requires a permit for re-roofing and requires roofing contractors to hold a city contractor license (D-2 roofing classification) or certificate of registration.
City of Fort Collins - Building Services
The building permit authority for the City of Fort Collins in Larimer County. Issues roofing permits and licenses roofing contractors under its specialized trade contractor program.
City of Fort Morgan Building Department
The building permit authority for the City of Fort Morgan, the Morgan County seat. Requires a permit for all new roofing and roofing repairs over 100 square feet, registers contractors with ICC-certified classifications including a General Roofing Contractor class, and adopted the 2024 International Codes in June 2026.
City of Fountain (permits via Pikes Peak Regional Building Department)
The City of Fountain does not run its own building department; building permits, plan review, and inspections are handled by the Pikes Peak Regional Building Department. The city separately requires a City of Fountain business license for any commercial enterprise or person conducting business within city limits, including roofing contractors.
City of Fruita - Building Division
The building permit authority for the City of Fruita, Colorado. The Building Division handles the building permit process, plan review, and enforcement of the adopted building codes, with permits submitted and inspections requested through the all-electronic Cloudpermit system. City of Glendale Building & Permits Department
The building permit authority for the City of Glendale, an enclave city in Arapahoe County. Requires building permit applications for all project types except signs, requires all contractors to be licensed with the city before pulling a permit, and adopted the 2024 I-Codes effective June 23, 2026.
City of Glenwood Springs - Building Department
The building permit authority for the City of Glenwood Springs, Colorado. Requires a roofing permit for roof replacement, requires contractors working in the city to hold a city contractor's license, and has adopted the 2021 editions of the International Codes. All permit and license applications are submitted through the city's online customer portal; the department no longer accepts paper or emailed applications.
City of Golden - Building Division
The building permitting authority for the City of Golden in Jefferson County. The Building Division issues building and reroofing permits and requires all licensed contractors to be identified on a permit before it is issued.
City of Grand Junction - Building Department
The building permit authority for the City of Grand Junction in Mesa County. Requires roofing permits and requires roofing contractors to be licensed with the city; the Mesa County Building Department administers licensing for the city.
City of Greeley - Building Inspection Division
The building permitting authority for the City of Greeley in Weld County. The Building Inspection Division issues building permits, including residential reroofing permits, and enforces the city's adopted building codes.
City of Greenwood Village - Community Development
The building permit authority for the City of Greenwood Village in Arapahoe County. Requires a contractor license for roofing work, a final roof inspection on roofing projects, and mid-roof inspections on new-construction roofing.
City of Idaho Springs Building Department
The building permit authority for the City of Idaho Springs, Colorado. No structure may be erected or altered without a city building permit; residential re-roofs are handled as fast-turnaround One Stop permits, all contractors working in the city must be licensed with the city, and SAFEbuilt provides technical and commercial plan review support.
City of Lafayette - Building Division
The building permit authority for the City of Lafayette in Boulder County. Requires a permit for roof work of one square or more and requires roofing contractors to hold a city Special Contractor License with a bond.
City of Lakewood - Building Division

City of Lamar Building Department
The building permit authority for the City of Lamar, the Prowers County seat. The city enforces the 2018 I-Codes within city limits and for properties connecting to city water/wastewater within a 3-mile radius, requires building permits for non-aesthetic work including roofing, and requires contractors to be licensed with the city.
City of Littleton - Building and Code Compliance Division
The building permitting authority for the City of Littleton, which spans Arapahoe, Jefferson, and Douglas counties. The Building and Code Compliance Division issues roofing permits, licenses contractors, and enforces the adopted building codes with Colorado-specific amendments.
City of Longmont - Building Inspection Division
The building permitting authority for the City of Longmont, spanning Boulder and Weld counties. The Building Inspection Division issues reroofing permits, enforces the adopted building codes, and licenses building contractors.
City of Louisville - Building Safety Division
The building permit authority for the City of Louisville in Boulder County. Reviews and issues roofing permits, manages contractor licensing, and requires any hired contractor to hold a current city license listed on the permit.
City of Loveland - Building Division
The building permitting authority for the City of Loveland in Larimer County. The Building Division issues residential and commercial building permits, including reroofing permits, and administers the city's contractor licensing program.
City of Manitou Springs Planning Department (permits via PPRBD)
The City of Manitou Springs contracts with the Pikes Peak Regional Building Department for enforcement of the International Building Code and building permit services including plan review and inspections. The city Planning Department additionally requires its own Property Improvement Permit before a PPRBD building permit can be issued.
City of Monte Vista - Planning and Community Development Department
Building permits for the City of Monte Vista are processed directly by City staff in the Planning and Community Development Department; Rio Grande County no longer handles building permits for Monte Vista properties. All contractors and subcontractors must hold a valid City of Monte Vista contractor license, issued by the City Clerk's office, before a permit can be issued.
City of Northglenn - Building Division
The building permit authority for the City of Northglenn, spanning Adams and Weld counties. Requires a permit for re-roof and roof re-cover projects and requires contractors to be licensed with the city.
City of Rifle Building Department
The building permit authority for the City of Rifle, Colorado, located in the Community Development suite at Rifle City Hall. Permits are required for residential re-roofs, all contractors doing work within the city limits must be licensed, and permit and contractor license applications are submitted through the Cloudpermit online system. The city is under the 2015 International Codes.
City of Sheridan Building Department
The building permit authority for the City of Sheridan in Arapahoe County. Requires a roofing permit for all new roofing jobs and roof replacements, requires city contractor licensing, mandates mid-roof and final inspections, and enforces the 2021 I-Codes with a 105 mph three-second-gust basic wind speed.
City of Steamboat Springs - Routt County Regional Building Department
Building permit services for the City of Steamboat Springs, Colorado are provided by the Routt County Regional Building Department, which reviews all residential and commercial building, electrical, mechanical, gas, plumbing, deconstruction, solar, sign, pool/spa/hot tub, and grade and fill permits for the city. Roofing permits follow the regional department's roofing permit and inspection policies, and the city coordinates planning, public works, engineering, utilities, fire, and finance review alongside the building permit process.
City of Sterling Public Works Department - Code Enforcement Division
The building permit authority for the City of Sterling, the Logan County seat on Colorado's northeast plains. Requires a permit for reroof work, licenses contractors with annual renewal, has adopted the 2018 ICC codes, and requires a pre-mid roof inspection and a final roof inspection.
City of Thornton - Building Inspection Division
The building permit authority for the City of Thornton in Adams County. Issues roofing permits and licenses roofing contractors under a Class D Roofing license before permits are released.
City of Trinidad - Building Department
The building permit authority for the City of Trinidad, Las Animas County. Issues Building, Remodel, Sign, Roofing, Demolition, and Excavation permits through its online citizen portal, and follows the 2018 ICC code as adopted by the Colorado Chapter of the ICC.
City of Walsenburg - Building Department
The building permit authority for the City of Walsenburg, a home rule municipality in Huerfano County. The City issues its own building permits (it does not delegate permitting to the county), requires a permit for roof overlay, re-roof, and structural roof renovations, and its contractors are licensed through the regional Huerfano County Building Authority board.
City of Westminster - Community Development
The building permit authority for the City of Westminster, spanning Adams and Jefferson counties. Issues re-roofing permits through its eTRAKiT portal and registers contractors.
City of Wheat Ridge - Building Division
The building permitting authority for the City of Wheat Ridge in Jefferson County. Building and Inspection Services issues roofing permits, licenses contractors, and enforces the adopted International Codes and city ordinances.
City of Woodland Park Planning & Building Department
Building services for the City of Woodland Park, Colorado — including new construction, remodels, additions, and structural changes such as roofing — are provided by the Pikes Peak Regional Building Department (PPRBD), which requires contractor licensing and enforces the 2021 I-Codes. The city's Planning & Building Department handles zoning development permits.
Clear Creek County Building Department
The building permit authority for unincorporated Clear Creek County, Colorado. Re-roofing permits are applied for through the county's online GovBuilt portal, all contractors performing work in the county must be licensed with the county, and the 2024 I-Codes are adopted.
Craig/Moffat Regional Building Department (Moffat County)
Building permit authority for unincorporated Moffat County, administered through the Craig/Moffat Regional Building Department at Craig City Hall. The regional department serves the City of Craig and all of Moffat County except the Town of Dinosaur, and enforces the 2018 International Codes.
Elbert County Building Department
The building permit authority for unincorporated Elbert County, Colorado. Requires permits for roof replacements and roof repairs greater than one square, licenses contractors under a 2023 county ordinance, and enforces the 2018 I-Codes adopted by Ordinance 22-01.
Fremont County Building Department
The building permit authority for unincorporated Fremont County, Colorado. Does not serve the incorporated cities of Cañon City, Florence, Williamsburg, Rockvale, Coal Creek, or Brookside, which run their own permitting. Requires a permit for re-roofing and maintains a Licensed Contractors List.
Gilpin County Community Development - Building Division
The building permit authority for unincorporated Gilpin County, Colorado. Administers building permits, plan review, inspections, and building code compliance. Requires a permit for roof replacement over 200 square feet, requires contractor registration before work begins, and enforces the 2024 I-Codes with wildfire provisions effective April 1, 2026.
Grand County Building Division - Community Development
The building permit authority for unincorporated Grand County, Colorado, based in Hot Sulphur Springs. A permit is required to perform any construction, alteration, relocation, repair, change of use, or demolition of any building or structure, and all permit requests are submitted online. The county publishes dedicated roofing and re-roofing guidelines covering waterproof membrane installation, snow-stop requirements for metal roofs, and a two-layer maximum for overlay re-roofs, and requires contractor registration.
Gunnison County Community Development - Building Office
The building permit authority for unincorporated Gunnison County, Colorado (no jurisdiction within city limits). Building permits are mandatory for construction work regulated by the adopted codes, and a Gunnison County building contractor license is required before permits are issued.
Huerfano County Land Use and Building Department
The building permit and contractor licensing authority for unincorporated Huerfano County, Colorado (Walsenburg area). Requires a Huerfano County contractor license to perform construction work, with a dedicated "D type Roofing" specialty-trade license category requiring ICC certification. Building permits are processed online through the SmartGov portal.
Larimer County - Building Division
The building permit authority for unincorporated Larimer County, providing permits, plan review, inspections, and code enforcement. Licenses building and roofing contractors working in the unincorporated county.
Las Animas County Building Department
The building permit authority for unincorporated Las Animas County, Colorado, seated in Trinidad. Requires separate permits for roofing (among other trade categories) and requires a current Las Animas County contractor's license before a building permit will be issued. Enforces the International Residential Code.
Mesa County Building Department
The building permitting authority for Mesa County on Colorado's Western Slope, which issues permits and performs inspections for unincorporated Mesa County, the City of Grand Junction, and the towns of De Beque, Collbran, and Palisade, and administers Grand Junction's contractor licensing program.
Morgan County Planning, Zoning and Building Department
The building permit authority for unincorporated Morgan County, Colorado. Requires a roofing permit when replacing or repairing a roof, requires contractors working in the county to hold a current contractor's license, and enforces the 2009 I-Codes adopted in 2010.
Pikes Peak Regional Building Department
A regional building authority that reviews plans, issues permits, and performs inspections for El Paso County and its municipalities, including Colorado Springs, Fountain, Manitou Springs, Monument, Palmer Lake, and Woodland Park. Also licenses contractors across the region.
Pitkin County Building Department
The building permit authority for unincorporated Pitkin County, Colorado. Roofing permits are required with a flat fee structure, every new roof or re-roof must be a minimum Class A covering or Class A assembly, and wood shakes and shingles are prohibited in unincorporated Pitkin County. Contractor licensing is administered jointly with the City of Aspen.
Pueblo Regional Building Department
The regional building authority serving the City of Pueblo and Pueblo County in southern Colorado. It issues building and roofing permits, performs inspections, and administers contractor licensing (including a roofing license) through ICC standardized testing.
Routt County Regional Building Department
The regional building permit authority serving all of Routt County, Colorado, including rural Routt County, the City of Steamboat Springs, and the Towns of Hayden, Oak Creek, and Yampa. Roof replacements require permits under the department's Residential and Commercial Building Roofing and Window Door Replacement Permit Fee Policy, contractors must hold an ICC or B.E.S.T. contractor certification to register, and the department has adopted the 2021 ICC code series effective January 1, 2024.
Southern Colorado Building Department
The regional building authority for the City of Pueblo and Town of Boone, issuing permits and licensing contractors. Formerly the Pueblo Regional Building Department, renamed the Southern Colorado Building Department in January 2026.
Summit County Building Inspection Department
The building permit authority for unincorporated Summit County, Colorado. Notably, Summit County does not require a permit for re-roofing unless the scope of work includes structural changes to the roof. All contractors must register with the Summit County Building Department to obtain permits, and the county has adopted the 2024 I-Code Series with amendments effective for plans submitted on or after July 1, 2026.
Town of Avon - Community Development Department (Building Division)
The building permit authority for the Town of Avon, Eagle County. Requires a permit for roof repair or replacement, requires contractors to be licensed with the Town, and has adopted the 2021 editions of the International Building, Residential, and related codes.
Town of Basalt Building Department
The building permit authority for the Town of Basalt, Colorado, which spans Eagle and Pitkin counties. Roofing contractors must hold a B.E.S.T. Card roofing credential or an approved reciprocal credential, and any person or business performing construction work within town limits must obtain a Town of Basalt Contractor License. Building permit applications are processed through the CloudPermit online portal.
Town of Bayfield - Building Division
The building permit authority for the Town of Bayfield in La Plata County. A building permit must be obtained prior to the start of any work within Town limits; all contractors and subcontractors must hold a Town business license, and the Town has adopted the 2018 International Building Codes.
Town of Bennett Building Department
The building permit authority for the Town of Bennett, spanning Adams and Arapahoe counties. Requires a permit from the town for roof repair or replacement, licenses roofing contractors under its Class D contractor license, and runs permits through the SmartGov public portal.
Town of Berthoud - Planning and Building Department
The building permit authority for the Town of Berthoud, spanning Larimer and Weld counties. Requires a permit for roofing over one square, requires a licensed contractor for the work, and has adopted the 2024 I-Codes.
Town of Boone (permitting delegated to Southern Colorado Building Department)
The permitting arrangement for the Town of Boone, a small statutory town in Pueblo County along the Arkansas River. Boone does not run its own building department: building permitting is handled by the Southern Colorado Building Department (formerly the Pueblo Regional Building Department), whose own site states "City of Pueblo | Town of Boone" in its service-area header and describes itself as "Serving Pueblo and Boone."
Town of Bow Mar Building Department
The building permit authority for the Town of Bow Mar, a small statutory town spanning Arapahoe and Jefferson counties. Bow Mar maintains its own Design Review Board, building code (roofing specifications), and town-employed Building Inspector, but the day-to-day administration of the Building Department — plan review, permit issuance, and the office where applications and checks are submitted — is handled out of the Columbine Valley Town Hall building at 2 Middlefield Road, the same address as the Town of Columbine Valley's own Building Department.
Town of Breckenridge Building Division - Community Development
The building permit authority for the Town of Breckenridge, Colorado. Reroof permits are required and may be applied for in person at 150 Ski Hill Road or through the town's CSS online portal. The town does not license general contractors, but contractors must hold a Town of Breckenridge business license to be listed on a building permit. The town has adopted the 2024 I-Codes, the 2023 NEC, and the 2025 Colorado Wildfire Resiliency Code.
Town of Carbondale - Building Department
The building permit authority for the Town of Carbondale, in Garfield County. Requires a permit for roof repairs and replacements, requires contractors on permitted projects to hold a Town of Carbondale contractor license, and has adopted the 2021 International Codes with local amendments effective July 1, 2025.
Town of Castle Rock - Building Division
The building permitting authority for the Town of Castle Rock in Douglas County. The Building Division issues residential reroofing permits through eTRAKiT and enforces the town's adopted building codes.
Town of Columbine Valley Building Department
The building permit authority for the Town of Columbine Valley, Arapahoe County. The Town has its own Building Department, which reviews construction plans, issues building permits (including a dedicated roofing permit application), and manages building inspections directly, without delegating to the county or a contract inspection firm.
Town of Eagle Building Department
The building permit authority for the Town of Eagle, Colorado, a home-rule municipality in Eagle County. The Building Department reviews and processes building permit applications and plan checks and performs construction inspections within town limits. Contractors must register with the Town before being listed on any building permit application.
Town of Eaton - Building & Permitting
The building permit authority for the Town of Eaton, Weld County. The Town contracts with SAFEbuilt for building inspection services, and permits are applied for, paid, and tracked through the CommunityCore online portal.
Town of Erie - Building Division
The building permit authority for the Town of Erie, spanning Boulder and Weld counties. Requires a permit for roof replacements over one square, requires a current Town of Erie contractor license, and sets a minimum wind-warranty standard for roof coverings.
Town of Estes Park - Building Safety Division
The Building Safety Division sits within the Town of Estes Park's Community Development Department and is the building permit authority for the Town of Estes Park, Larimer County. Since 2020 the Town has contracted its building division services through SAFEbuilt, with all permits and inspections handled through the Community Connect online portal.
Town of Fairplay - Building Department
The building permit authority for the Town of Fairplay, Park County seat. "The Building Department issues permits, performs reviews of construction-related plans, and inspects all structures located within the corporate limits of the Town of Fairplay." In 2022 the Town Board of Trustees approved a professional services agreement with Charles Abbott Associates (CAA) to provide comprehensive Building Department services. Reroofing explicitly requires a Building Permit (not eligible for the Town's simplified "Easy Permit" track), and roofing contractors working in Fairplay are explicitly required to carry a Park County Contractor License.
Town of Firestone - Building Division
The building permit authority for the Town of Firestone in Weld County. Requires a permit for roofing work and requires every contractor on a permit to hold a current Town of Firestone contractor license.
Town of Fraser Building Department
The building permit authority for the Town of Fraser, Grand County. Fraser operates its Building Division jointly with the Towns of Winter Park and Granby via an Intergovernmental Agreement; the shared Building Division reviews plans and performs inspections for all three towns using a common permit application, while zoning and land use review remain a separate Fraser Planning function.
Town of Frederick - Building Department
The building permit authority for the Town of Frederick in Weld County. Requires a permit and a signed contract for residential roofing, offers a Class D-2 roofing specialty license, and requires mid-roof and final inspections.
Town of Frisco - Community Development Department
The building permit authority for the Town of Frisco in Summit County. Requires a permit for re-roofing, processes permit applications through the Town's CommunityCore online portal, and has contracted its building division's plan review and inspection functions to Comprehensive Building Code Services, LLC since the Town's Building Division was dissolved in August 2024.
Town of Grand Lake - Building Permits (Grand County Building Department)
The Town of Grand Lake, in Grand County, contracts building services with the Grand County Building Department: with the exception of right-of-way and grading permits, all building and construction permits and all inspections go through the County via the CloudPermit online portal, while the Town reviews and signs off on zoning authority and collects its own use-tax and affordable-housing forms and fees on every building project.
Town of Green Mountain Falls (Pikes Peak Regional Building Department)
