Roof layer limit / recover
The Grand County Department of Community Development's "Grand County Roofing Guidelines" handout, signed by the roofing contractor on every Grand County roofing permit, states: "If the project is a re-roof where the old roofing will not be removed, a maximum of two layers of roofing will be allowed. (One layer old, one layer new) Ice and water shield is not required in these cases." I.e. a maximum of two total layers (one existing plus one new) for overlay re-roofs without tear-off.
