The Building Inspection Permits & Requirements page states that "any owner or authorized agent who intends to: Construct, Enlarge, Alter, Repair, Move/Remove, Change the occupancy of a building or structure, Demolish, Replace any system; electrical, mechanical, plumbing... must make application to building inspection or Developmental Review Committee and obtain the required permits." Applications are submitted by email to [email protected] (25MB message limit) and go through a plan review process before permits are issued and inspections are scheduled.

The residential adoption is Chapter 8, Article VII, Sec. 8-411 ("International Residential Code for One- and Two-Family Dwellings—Adopted") of the Code of the Unified Government of Wyandotte County/Kansas City, Kansas: "There is incorporated by reference ... the 2018 International Residential Code for One- and Two-Family Dwellings, including appendices A, B, C, E, G, H, J, K, N, P and Q with amendments, as published by the International Code Council, Inc." That 2018 edition traces to Ord. No. O-97-22, § 1 (6-30-2022). Sec. 8-412 ("Same—Amendments") carries the local amendments to it. Sec. 8-24 of the same chapter adopts the 2018 International Building Code, which is the commercial code and does not govern one- and two-family dwellings.

No. O-97-22, Sec. 1, 6-30-2022), and Sec. 8-412 ("Same--Amendments") lists every amendment to that code; both sections were read in full as codified through Supplement No. 51 (Ord. No. O-160-25, 11-20-2025). Sec. 8-412's amendment items run from Chapter 1 Administration (Sections R101.1--R114.2, deleted) and the R202 definitions, through Building Planning and Foundations (R301-R405), to Section R801.3 ("Roof drainage") in Chapter 8, then jump directly to Part IV Energy Conservation (Section N1102 et seq.) and the Mechanical, Fuel Gas, Plumbing, and Electrical chapters and Appendix J. Chapter 9 ("Roof Assemblies," R901-R908, which governs roof-covering materials) is never named in the amendment list and is adopted unamended. The single R905 reference anywhere in Sec. 8-412 is a footnote to the amended Table R301.2(1) directing the jurisdiction to mark ice-barrier applicability by reference to Sections R905.2.7.1, R905.4.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1 -- an ice-dam-history determination, not an amendment to those sections and not a roof-covering or impact-resistance provision. No UL 2218, Class 4, or impact-resistance provision appears anywhere in the adopting or amending sections. This is the Unified Government's single consolidated code and applies identically to the City of Kansas City, Kansas and to unincorporated Wyandotte County.

Commercial re-roof labor is taxable ("roofing, siding and guttering" is listed as a taxable labor service on commercial projects). Pub. KS-1525 describes only two collection points for contractor materials tax -- retailer sale or self- assessed use tax -- with no mechanism tied to building-permit issuance anywhere in the publication; Kansas sales/use tax is administered centrally by KDOR, not self-collected by home-rule cities as in Colorado.
