- license: A contractor license must be obtained before business can commence in the city, and no permits will be issued for work done by an unregistered contractor. The Class D-1 Roofing Contractor license (75 dollar fee) entitles the licensee to contract for roofing work and requires proof of testing or copies of current licenses from one testing jurisdiction. Homeowners performing their own work are exempt.

Impact-resistant roofing
Not required — The City's building-code adopting ordinance (Ord. No. 23-02, adopted February 28, 2023, adopting the 2021 International Residential Code as Chapter 18, Article II of the Castle Pines Municipal Code) was reviewed in full, including its residential amendment list at Section 18-2-40; it contains no impact- resistance or UL 2218 requirement, and no amendment to IRC Section R905. The City's Residential Roofing Requirements handout was also reviewed in full; its shingle-standard item specifies ASTM D3161 and ASTM D7158, which are wind standards, not impact resistance.
Repair permit threshold
A permit shall be required on any re-roofing project or any roof repair that requires more than 100 square feet of the roof to be replaced.
Wind design criteria
"105 MPH, 3-second gust; Wind Exposure category 'B'" (City of Castle Pines Design Criteria, per the Residential Roofing Requirements handout). This is corroborated by the codified Table R301.2(1) in Section 18-2-40(h) of the Castle Pines Municipal Code (Ord. No. 23-02, Section 2, adopted February 28, 2023, amending the 2021 IRC), which lists Wind Design Speed (V) 105 and Topographic effects "No"; that codified table does not show separate special wind region or windborne debris zone entries.
Sales & use tax
7.75% combined (state 2.9% + Douglas County 1% + SCFD 0.1% + city 3.75%; not within the RTD district). Home-rule, self-collected. The city imposes a 3.75% use tax on building/construction materials (plus a 1% Douglas County use tax collected by the city as agent) due at building permit issuance, generally estimated on 60% of the construction contract price.
