Impact-resistant roofing
Not required — Ordinance No. 793-2021 (Exhibit A, the Town's complete reenactment of Title 13, both the Building Code amendments at Chapter 13.20.020 and the Residential Code amendments at Chapter 13.60.020) and Ordinance No. 808-2023's later amendments were read in full; neither contains a UL 2218 or Class 4 impact-resistant roofing requirement. The Town's only roof-covering amendment addresses recover-layer limits, not impact rating.

The Town's IRC amendment (Ordinance No. 793-2021, Exhibit A, Chapter 13.60.020, item G) adds Section R105.1.1: "A permit is required to reroof a residence." The Town's permit-exemption list at the amended Section R105.2 (item H, covering small accessory structures, fences, retaining walls, water tanks, sidewalks, prefabricated pools, window/door replacement, decks under 200 square feet, and re-siding) does not include roofing work of any kind or value, and that exemption list still omits roofing after being amended again by Ordinance No. 808-2023.

The Town's completed IRC Table R301.2(1) (Town of Parachute Ordinance No. 793-2021, Exhibit A, Chapter 13.60.020, item T) sets a basic design wind speed of 115 MPH, Ultimate, Exposure C, per IRC Section R301.2.1.4.
Roof layer limit / recover
The Town's amendment to IRC Section R908.3.1.1 (Ordinance No. 793-2021, Exhibit A, Chapter 13.60.020, item Z) states: "Where the existing roof has two or more applications of any type of roof covering unless the third covering is metal panels and appropriate length fasteners are used." In effect, a roof that already carries two layers of any covering may not receive a third recover layer unless that new layer is metal panels installed with appropriate-length fasteners; otherwise the existing covering must be removed down to the deck before reroofing.
Deck & sheathing requirements
The Town's Residential Code amendments (Ordinance No. 793-2021, Exhibit A, Chapter 13.60.020, items A through VV, read in full, as further amended only at item H by Ordinance No. 808-2023, also read in full) do not touch IRC Section R803 (roof sheathing), so the base IRC roof-decking provisions apply unmodified.
