Adopted code
2024 IRC (residential) and 2024 IBC (commercial and multi-family), effective June 30, 2026, per the town’s Re-Roofing Requirements handout revised July 1, 2026.
Ice & water shield
Not required — Town of Parker Building Division Re-Roofing Requirements handout states "Ice and Water Required- No, not applicable." for asphalt shingle re-roofs (all other roof materials must meet code or manufacturer specs).
About ice & water barrier
Mid-roof inspection
Required — Mid-roof inspections are only required for solar shingles, tile, slate, stone-coated steel, EPDM, flat roofs, and other similar re-roofs (not standard asphalt-shingle re-roofs, which require only a Final Inspection). No more than 25-50% of the roof may be complete prior to the mid-roof inspection.
Impact-resistant roofing
Not required — The Town of Parker's operative building-code adopting ordinance — Ordinance No. 4.91.9, Series of 2026, which repealed and readopted Parker Municipal Code §§ 11.02.020 through 11.02.080 to adopt the 2024 International Residential Code effective June 30, 2026 — was reviewed in full, including its complete list of local IRC amendments at § 11.02.050. The Town amends IRC Chapter 9 only at Section R905.2.8.5 (drip edge) and the Exception to Section R908.4 (roof recover); it does not amend Section R905.2.4 and imposes no impact-resistance, Class 4 or UL 2218 requirement. The companion 2024 International Building Code ordinance (Ordinance No. 4.92.7, Series of 2026), which governs commercial and multi-family roofing in Parker, was likewise reviewed in full and contains no roof-covering amendment. The Building Division's Re-Roofing Requirements handout (revised July 1, 2026) states only wind-rating requirements (ASTM D7158 / D3161 at 90 mph, 3-second gust, Exposure C) and expressly answers "No" to Class A fire rating for detached residential; neither addresses impact resistance. Parker's separate wildfire ordinance (Ordinance No. 4.119, Series of 2026, adopting the 2025 Colorado Wildfire Resiliency Code) rates fire resistance rather than impact resistance.
Repair permit threshold
A Permit is not required for minor repairs or replacing less than one (1) square (100 square feet) of the roof. Partial replacements must include the entire plane and all components; mid-roof inspections may be required.
Wind design criteria
Design wind criteria of "90 mph, 3 second gust exposure C" (Shingle, Nailing and ASTM Requirements row, Town of Parker Building Division Re-Roofing Requirements handout, revised 7/1/2026, current 2024 IRC). The same row also states a six-nail fastening mandate and minimum ASTM shingle classifications, recorded under the fastening requirements; those ASTM references are manufacturer wind ratings and are separate from this design-speed figure.
Roof layer limit / recover
"No Overlays for asphalt shingles. All other materials will be required to meet code or manufacturer specs." (Number of Layers Allowed row, Re-Roofing Requirements handout, revised 7/1/2026). This is consistent with the town's codified 2021-IRC-era amendment at Parker Municipal Code Section 11.02.050(25) (Ord. 4.91.8 Section 1, 2022), which deletes Subparagraph 3 of IRC Section R908.3.1.1 (Recovering versus replacement) and replaces it with: "Where the existing roof has one or more applications of any type of roof covering" -- i.e. roof recover is barred once any covering layer already exists, so a full tear-off is required.
Fastening requirements
"Asphalt shingles- 6 nails per shingle - ASTM-D7158(D, G, H) or 3161(A,D,F) minimum" (Shingle, Nailing and ASTM Requirements row, Town of Parker Building Division Re-Roofing Requirements handout, revised 7/1/2026, current 2024 IRC). Six fasteners per shingle exceeds the IRC R905.2.6 floor of four per strip shingle.
