Sec. 4.08.010 (definitions) and Sec. 4.12.010/4.12.050 also reference the 1994 Uniform Building Code (UBC) for specific definitions, permit exclusions, and the penalty clause, and Sec. 4.20.010 separately refers to "the IBC 2006 Code" for building materials not otherwise addressed — the Rockvale Town Code's own text is inconsistent as to whether a 2006 IBC edition (versus the 1994 UBC) governs commercial/non-residential construction; confirm directly with the Town Clerk before relying on a single adopted-code edition.

Section 4.04.040 adopts the International Residential Code, 2006 Edition, and Section 4.04.050 the International Energy Conservation Code; Section 4.28.010 records the Town's earlier adoption of the 1995 Council of American Building Officials one- and two-family dwelling code. The title's remaining chapters set out definitions, building permit applications, fees, expiration, administration and penalties, contractor licensing and insurance, certificates of occupancy, and a manufactured-home chapter governing installation, foundations, inspection fees and storage use. Section 4.20.010 requires that any building material not specifically addressed in the adopted code be approved by the Board of Trustees on the recommendation of the Planning and Zoning Board, which is an approval procedure rather than a material standard. Roofs appear only in the definitions of carport and factory-built home, in a permit exemption for enclosing a porch or deck already covered by a roof, and in a manufactured-home requirement for a peaked roof. No chapter amends a roof-covering or roof-assembly provision, and neither the adopted codes nor any Town provision requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard.
