All re-roofing projects need permits. The fee is 200 dollars for a complete re-roof and 100 dollars for a repair of up to one half of the roof; both permits are good for one year from issuance. Each structure on a property being re-roofed needs its own permit.

The roofing amendments are extensive and were read in full. Section R902.1 is rewritten to provide that "Roofs shall be covered with Class A materials as set forth in Sections R904 and R905. Class A roofing shall be installed in jurisdictions designated by law as requiring their use or where the edge of the roof is less than 3 feet (914 mm) from a lot line. Class A roofing required by this section to be listed shall be tested in accordance with UL 790 or ASTM E108." Section 1505.1 of the Building Code is rewritten in parallel and adds that fire-retardant-treated wood roof coverings be tested in accordance with ASTM D2898, while Table 1505.1 and the Class B, Class C and non- classified roof assembly sections are deleted in their entirety. Sections R903.2.2 and 1503.5 are replaced with cricket and saddle requirements at chimneys and penetrations, and Sections R905.1.2 and 1507.1.2 add ice barrier requirements for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles and wood shingles and shakes. Sections R908.3.1 and R908.4 and the parallel Sections 1511.3.1 and 1511.4 governing roof recover are deleted. Every one of those provisions is a fire classification, a flashing detail, an underlayment requirement or a tear-off rule; none rates the covering for impact. Neither the adopted codes nor any County amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland- urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.
