The only occurrence of the word "roof" in the amendments is in the replacement text for Section R109.1.2, a plumbing/mechanical rough-in-inspection timing rule unrelated to roof-covering material requirements. Independently corroborated by the city's live roofing permit-guidance page, which states "All new roof coverings shall be installed per the 2021 International Residential Code, as applicable" with no enhanced local roof-covering requirement.
