Effective January 1, 2024, the Town of Estes Park follows the 2021 International Building Codes with local amendments, viewable in the municipal code. Local IRC amendments regarding vacation homes have been in effect since July 1, 2017.
Impact-resistant roofing
Required — The Town of Estes Park's 2021 International Residential Code amendments (Estes Park Municipal Code section 14.12.070, adopted by Ordinance No. 04-23 and effective January 1, 2024) add IRC section R905.2.4.2, "Impact resistance of asphalt shingles," which provides that "asphalt shingles shall be Class 4 impact resistant, tested in accordance with UL 2218, and installed in accordance with the manufacturer's installation instructions." The Town's 2021 International Building Code amendments carry the identical requirement as added section 1504.8.1. Two exceptions apply: where an owner is replacing shingles that are not Class 4 rated and no Class 4 product is available in a matching color or style, the building official may approve the highest available impact class that matches; and repairs or additions to existing non-Class-4 asphalt shingles may use the same or similar materials. The Town separately amends IRC section R902.1 to require Class A roof coverings tested to ASTM E108 or UL 790, which is a fire classification and a separate requirement from the impact rating.
Repair permit threshold
The Town's own "IBC 2021 CODE Permit Exemption" and "IRC 2021 CODE EXEMPTIONS" lists (from the Building Safety Division's Building Forms and References page) both exempt, verbatim: "Roofing repair or replacement work not exceeding one square (100 square feet) of covering per building." Work at or below that threshold does not require a permit; anything larger -- effectively any ordinary full re-roof -- does.

The Town's own "Wind and Snow Loads" handout (Building Safety Division) prints, verbatim: "WIND LOADS: RISK CATEGORY 1 165 MPH; RISK CATEGORY 2 175 MPH; RISK CATEGORY 3 & 4 190 MPH" (with "RISK 1 Agricultural Building," "Risk 2 Residential Homes," "Risk 3 Occupant Load over 300 (hospitals/nursing homes)," "Risk 4 Essential Facilities (Fire/Police Stations, Sewer Plant, etc.)" as the category key); "FROST: 30 inches"; and "SNOW LOADS: 60 PSF to 7000 FEET; 70 PSF to 8000 FEET; 100 PSF to 9000 FEET; 140 PSF over 9000 FEET."
Sales & use tax
8.95% combined general retail sales tax (Town 5.0% + State 2.9% + Larimer County 1.05%), per the Town's own Sales Tax page, which states verbatim: "Estes Park Sales Tax rate is 8.95% Town - 5.0% State - 2.9% County - 1.05%." The Town of Estes Park is a statutory municipality and does not collect its own sales tax; payments are remitted through the Colorado Department of Revenue. A separate Local Marketing District (LMD) tax of 5.5% applies only to lodging/short-term rentals, not to general retail sales of roofing materials, and is excluded from the figure above. CO DOR's own live "Sales Tax Rate Changes" page (effective July 1, 2026) independently confirms the Town's 5.00% rate under "STATE COLLECTED." Note: DR 1002 (a 2019/2020-vintage publication) prints Larimer County's rate as 0.80%, lower than the Town's own current 1.05% figure used here; this appears to be a sixth DR 1002 staleness case beyond the five already documented for this wave, though it has not been independently corroborated against a Larimer County source.
