Impact-resistant roofing
Not required — The Town's building-code adopting ordinance (Ordinance No. 806-25, adopted November 18, 2025, effective July 1, 2026), which repealed and reenacted Chapter 18 of the Bennett Municipal Code and adopted the 2024 International Residential Code, was reviewed in full, including its complete list of residential amendments as codified at Municipal Code Sec. 18-7-20. The Town does not amend IRC Section R905.2.4 and imposes no impact-resistance or UL 2218 Class 4 requirement on roof coverings. The only roof-covering amendment prohibits applying a new roof covering over existing wood shingles or shakes. Bennett has also adopted the 2025 Colorado Wildfire Resiliency Code, whose roof provision is a Class A fire classification tested to ASTM E108 or UL 790, not an impact rating.
Repair permit threshold
There is no size or value threshold below which a roof repair escapes the permit requirement. The Town of Bennett rewrote the permit-exemption list when it adopted the 2024 International Residential Code: Municipal Code Section 18-7-20(2) amends Section R105.2, Work Exempt from Permit, and the entire substance of that amendment is item 5, "Sidewalks and driveways." The Town adds no roofing carve-out of any kind, and its building-permits page states that a permit is required to repair a roof.
Wind design criteria
A design wind speed of 115 mph with no topographic effects, no special wind region and no wind-borne debris zone, in Seismic Design Category B. The Town of Bennett filled in International Residential Code Table R301.2(1) locally at Municipal Code Section 18-7-20(10), which also sets a ground snow load of 30 pounds per square foot, severe weathering, a frost line depth of 36 inches, a winter design temperature of 1 degree Fahrenheit and a mean annual temperature of 50.2 degrees Fahrenheit, at a site elevation of 5,220 feet. The table records that hurricane-prone region provisions are not required.
Roof layer limit / recover
The Town's one roof-covering amendment prohibits recovering over wood. Bennett Municipal Code Section 18-7-20(20), enacted by Ordinance No. 806-25 on November 4, 2025, amends Section R908.4.1 of the adopted 2024 International Residential Code, roof recovering over wood shingles or shakes, to read in its entirety: "The application of a new roof covering over wood shingles or shakes shall be prohibited." That is the only change the Town makes to the reroofing provisions; the general roof-replacement and roof-recover rules of Section R908.3 are adopted as published and are not amended, so the number of layers permitted over a covering other than wood shingles or shakes is governed by the model code rather than by any Bennett provision. Base-code rule, read at 2024 IRC Section R908.4 (Roof recover), Exceptions and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering" (nor where the existing covering is water soaked or deteriorated, or is slate, clay, cement or asbestos-cement tile). One existing layer may therefore be recovered; a second existing layer forces tear-off to the deck.
Sales & use tax
The combined rate depends on which county a parcel sits in, because the Town of Bennett straddles the Adams and Arapahoe county line. On the Adams County side it is 7.75 percent: 2.9 percent state, 0.75 percent Adams County, 4.0 percent town and 0.1 percent Scientific and Cultural Facilities District. On the Arapahoe County side it is 7.25 percent, the difference being Arapahoe County's 0.25 percent rate in place of Adams County's 0.75 percent. Neither side carries Regional Transportation District tax: the district's boundary runs west of Bennett in both counties, at Box Elder Creek in Adams County and along the Picadilly, Gun Club and Monaghan road line in Arapahoe County. The town's sales tax is collected by the Colorado Department of Revenue rather than self-collected. Separately, the Town charges a 2 percent use tax on building materials, calculated on half of the total project valuation and collected at permit issuance, and projects on the Arapahoe County side carry an additional 0.25 percent Arapahoe County open space use tax on the same half-valuation base.
