2024 ICC editions, adopted by reference at Vail Town Code Title 10, Chapter 1, Sec. 10-1-1, read from the codified Town Code (current through Ord. 5, Series 2026, passed May 5, 2026): the 2024 International Building Code (Appendices B, E, G, J, K and O), 2024 International Residential Code (Appendices BE, BO and AA), 2024 International Fire Code, 2024 International Energy Conservation Code (Appendices CA and RA), 2024 International Plumbing Code, 2024 International Fuel Gas Code, 2024 International Mechanical Code, 2024 International Existing Building Code, the 2023 National Electrical Code, and the 1997 Uniform Code for the Abatement of Dangerous Buildings. The section's credit line "(Ord. 8(2022) Sec. 1; Ord. 13(2024) Sec. 1)" records the history: Ord. 8 (2022) adopted the 2021 editions and Ord. 13 (2024) moved the adoptions to the 2024 editions, which Town materials list as effective January 1, 2026. Older Town pages still describing the 2021 adoption are superseded.
Impact-resistant roofing
Not required — The Vail Town Code, Title 10, Chapter 1, Building Codes, was read in full. Section 10-1-1, enacted by Ordinance 8 of 2022 and Ordinance 13 of 2024, adopts by reference the 2024 editions of the International Building, Residential, Fire, Energy Conservation, Plumbing, Fuel Gas, Mechanical and Existing Building Codes, the 2023 National Electrical Code and the 1997 Uniform Code for the Abatement of Dangerous Buildings, and Sections 10-1-2 through 10-1-11 carry the Town's amendments to each, all read. The roofing amendments are extensive and are directed at fire and snow: Building Code Section 1505.1 and Residential Code Section R902.1 as amended require every roof covering and roof assembly to be Class A and prohibit wood shakes and shingles, a nonconforming roof may be repaired or replaced only once and only up to 25 percent of its area before the whole covering must be brought into conformance, a new Chapter 7A imposes ignition-resistant construction in the Town's wildland-urban interface areas, ice barriers must cover all roof surfaces, snow-retention devices are required on new roof assemblies, and roof snow loads are set at 100 and 80 pounds per square foot. A Class A rating is a fire classification tested to ASTM E108 or UL 790 and is independent of impact rating; neither the adopted codes nor any Town amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland-urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.

9.4% combined effective 1/1/2023 (state 2.9% + Eagle County 1.0% + Eagle County Transportation 0.5% + Regional Transportation Authority 0.5% + Town of Vail 4.5%). Home-rule, self-collected by the Town. The Town separately imposes a 4% use tax on construction and/or building materials, collected at the time of building-permit issuance: 50% of the construction valuation is deemed construction/building materials subject to the 4% use tax, the first $10,000 of construction valuation is exempt, and the use-tax charge is separately stated on the building permit.
