Adopted code
Cedar Hill's Adopted Codes page lists the 2021 International Building Code (Ord. 2025-843), 2021 International Residential Code (Ord. 2025-842), 2021 International Plumbing Code (Ord. 2025-847), 2021 International Mechanical Code (Ord. 2025-844), 2021 International Energy Conservation Code (Ord. 2025-846), 2021 International Fuel Gas Code (Ord. 2025-841), 2021 International Fire Code (Ord. 2025-849), 2021 International Swimming Pool and Spa Code (Ord. 2025-845), and the 2020 National Electric Code (Ord. 2025-840).
Impact-resistant roofing
Not required — Ordinance No. 2025-842 (adopted 4-22-2025), adopting the 2021 IRC, contains no UL 2218, Class 4 impact rating, or hail-resistance provision in any of its 79 numbered amendment items. Item (28) amends R902.1 to require "Class A, B or C roofing... tested in accordance with ASTM E 108 or UL 790" -- the ordinance names the fire-test standards explicitly.
Wind design criteria
115 mph (3-second gust) / 76 mph fastest mile (Table R301.2(1) of the 2021 IRC as amended by Sec. 4-352(11), City of Cedar Hill Code of Ordinances, Ch. 4, Art. XVII, per Ord. No. 2025-842, Sec. 2, adopted 4-22-25). Ground snow load 5 lb/ft²; Seismic Design Category A. Topographic effects, special wind region, and windborne debris zone are not broken out as separate values in the codified table as rendered.
Sales & use tax
8.25% combined (6.25% state + 1.875% City of Cedar Hill + 0.125% Cedar Hill Crime Control and Prevention District), the Texas local-rate cap. Texas collects no construction use tax at building-permit issuance; use tax, when owed, is self-assessed by the purchaser and remitted directly to the Comptroller's office rather than collected by a city or county permit office (Comptroller Use Tax guidance, comptroller.texas.gov/taxes/sales/use-tax.php). Under Comptroller guidance for real property repair and remodeling, "Labor to repair, remodel, or restore residential real property is not taxable"; on the lump-sum contract typical of residential re-roofing, "you pay tax on all your supplies, materials, equipment, and taxable services when you buy them. You don't charge your customer tax" (Comptroller Pub. 94-116, Real Property Repair and Remodeling, comptroller.texas.gov/taxes/publications/94-116.php) -- so the combined rate above is the roofer's own cost basis on materials purchased, not a rate charged to the homeowner.
