The City of Longmont has adopted the International Residential Code for One- and Two-Family Dwellings, 2024 Edition, including Appendices BB, BE, BF, BG, BO, CA, CB and CF, and the International Building Code, 2024 edition, including Appendix I, both by reference at Longmont Municipal Code Chapter 16.06 (Secs. 16.06.010 and 16.06.030), with local amendments. The current chapter is new law rather than a revision: Ordinance No. O-2026-24, Section 1, adopted June 9, 2026, REPEALED the former Chapter 16.06 (Secs. 16.06.010 through 16.06.580) in its entirety and enacted a new Chapter 16.06 in its place. The repealed chapter derived from Ord. No. O-2021-65 (November 30, 2021) and Ord. No. O-2022-08 (March 29, 2022), which is why a 2021-edition answer was correct until June 2026 and is not correct now. Sec. 16.06.010 closes: "All references in this Code to the International Residential Code are to the edition referenced above."

Ice & water shield
Required — THE CITY'S OWN CODE AND THE CITY'S OWN ROOFING GUIDANCE POINT OPPOSITE WAYS ON THIS, AND A ROOFER NEEDS BOTH. Longmont's roofing guidelines page states: "The City of Longmont does require Ice & Water Shield. Manufacturer's installation instructions and code must be followed; where in conflict the more restrictive applies. Roof slopes between 1/12 and 2/12, above non-habitable space, are permitted to use a bituminous membrane (ice and water guard) then asphalt shingles." That page was read again on 2026-09-10 and still says so. But Longmont Municipal Code Sec. 16.06.160, enacted by Ord. No. O-2026-24 on June 9, 2026, amends Table R301.2 of the International Residential Code and its ICE SHIELD column reads "No" - the row also giving 30 psf ground snow, 110 mph nominal / 142 mph ultimate wind, seismic category B, severe weathering, a 30-inch frost line and a -2 degrees F winter design temperature. So the codified table does not trigger the model code's ice-barrier provision, while the Division that inspects the work says in writing that it requires the membrane. This record publishes true because the City's operational guidance is what an inspector applies and because the City's own conflict rule points to the more restrictive requirement, but it does not decide which of the two governs. Impact-resistant roofing
Not required — Longmont does not require impact-resistant (UL 2218 Class 4) roofing. Ordinance No. O-2026-24, which repealed and reenacted Longmont Municipal Code chapter 16.06 to adopt the 2024 International Residential Code effective July 1, 2026, was reviewed in full, including its complete list of local amendments; the only roof-covering amendments are to IRC R908.1 (a roof with cumulative damage of 100 square feet or more must be replaced in its entirety) and R908.4 (roof recover), and no provision addresses impact resistance. The city's wind amendment sets a basic wind speed of 110 mph nominal / 142 mph ultimate, and its separately adopted Colorado Wildfire Resiliency Code (chapter 16.54) is a Class A fire-rating requirement; neither is an impact-resistance requirement.
Repair permit threshold
Repair of less than 10x10 (100 sq. ft.) is okay and no permit needed. The City of Longmont has a "1 square" rule (as of 2012): if more than 100 square feet of roofing requires repair or replacement, then the entire roof must be replaced, not just the affected roof area or plane (Longmont Municipal Code Amendment 16.06.300, IRC Section R908.1).
Wind design criteria
Longmont states the figure in both bases on the face of its own ordinance, so there is nothing to reconcile. Longmont Municipal Code Section 16.06.150, "Section R301.2.1.1 amended; wind limitation and wind design required", replaces that section of the International Residential Code in full with: "The basic wind speed for determining design wind pressure shall be 110 mph nominal or 142 mph ultimate." The City amended Table R301.2 to match at Section 16.06.160, where the WIND SPEED cell reads "110 mph nominal 142 mph ultimate". Both provisions were enacted by Ordinance No. O-2026-24, Section 1, adopted June 9, 2026, the ordinance that repealed and reenacted Chapter 16.06 and adopted the 2024 International Residential Code. The 110 and the 142 are the same loading expressed two ways -- do not apply the ultimate figure to a method that expects the nominal one, or the other way about. The codified table carries no exposure category, no topographic-effects entry, no special-wind-region entry and no windborne-debris entry; the same table gives a ground snow load of 30 psf and seismic design category B. Separately, the Building Inspection Division re-roofing guide imposes a product requirement rather than a design one: "ALL SHINGLES USED IN THE CITY OF LONGMONT MUST HAVE A MANUFACTURER'S WIND WARRANTY OF 110 MPH SUSTAINED WIND." That 110 is a sustained-wind warranty rating on the shingle and is not the code basic wind speed, even though the number matches.
