Brookings adopts the 2021 International Residential Code by Ordinance No. 23-008. That ordinance, read in full (Sec. 22-31 through 22-36, covering every added, deleted, or modified IRC and IBC section), amends numerous provisions but does not touch Chapter 9's reroofing / roof-recover provisions at all, so the base 2021 IRC roof-recover and layer-limit provisions apply unmodified in Brookings; the city has not published a separate local layer-limit rule of its own.

South Dakota taxes roofing work as a realty improvement under the contractors' excise tax rather than as a retail sale of the finished job, so the rate that governs a Brookings roofing contract is the state contractors' excise tax: SDCL ch. 10-46A imposes a 2% excise tax on the gross receipts of prime contractors and subcontractors for construction, building, installation, or repair of a fixture to real property, and every contractor must hold a South Dakota contractor's tax license from the Department of Revenue. This 2% rate is statewide and applies identically in Brookings as everywhere else in South Dakota. Separately, for ordinary retail sales Brookings levies its own general municipal sales tax of 2.00% (city code 045-2, per the Department of Revenue's own municipal tax rate table) on top of the 4.2% state sales and use tax rate, plus a 1.00% municipal gross receipts tax (code 045-1) on lodging, eating establishments, alcohol, and admissions - but that municipal/state retail sales-tax combination is not the tax that governs a roofing contract, which falls under the excise-tax regime above.
