Required — Base 2021 IRC R905.2.8.5 (unamended by DeSoto): "A drip edge shall be provided at eaves and rake edges of shingle roofs. Adjacent segments of drip edge shall be overlapped not less than 2 inches (51 mm). Drip edges shall extend not less than 1/4 inch (6.4 mm) below the roof sheathing and extend up back onto the roof deck not less than 2 inches (51 mm). Drip edges shall be mechanically fastened to the roof deck at not more than 12 inches (305 mm) o.c. with fasteners as specified in Section R905.2.5. Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." DeSoto's local amendments (Code of Ordinances Art. 3.1800) touch nothing in the R400-R900 range, so this base-edition text is what applies in DeSoto. About drip edge
Impact-resistant roofing
Not required — DeSoto Code of Ordinances Art. 3.1800 (Residential Code) adopts the 2021 IRC at Sec. 3.1801 and sets out its deletions/amendments/additions at Sec. 3.1802, spanning R101.1 through E3406.3 over 9 pages. The amendment list passes directly from R322 (flood-resistant construction, deleted) to G2415.12 (gas), so nothing in the R400-R900 range -- including R902.1 roof coverings -- is locally amended; the unamended base 2021 IRC fire-classification language governs. No UL 2218, Class 4, or impact provision appears.
Roof layer limit / recover
Base 2021 IRC R908.3.1.1 "Roof recover not allowed" (unamended by DeSoto): "A roof recover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering." Note: the base 2021 IRC has only these THREE conditions — it does NOT include the fourth "one or more application of asphalt shingles" condition that Oklahoma's OUBCC amendment adds; DeSoto's unamended baseline is the plain ICC text.
Deck & sheathing requirements
Base 2021 IRC R905.2.1 Sheathing requirements (unamended by DeSoto): "Asphalt shingles shall be fastened to solidly sheathed decks." That one sentence is the whole of the base IRC requirement; the longer definitional "solidly sheathed" language used in Oklahoma is an OUBCC-specific addition and is not part of the plain ICC text DeSoto operates under.
Sales & use tax
8.25% combined (6.25% state + 2.00% City of DeSoto (listed by the Comptroller as "De Soto"); no special-purpose district or transit-authority add-on), the Texas local-rate cap.
