9.75% combined in most of Commerce City, and one of the six components carries a boundary condition that a roofer bidding on the eastern edge of the city should check. The components are the Colorado state rate of 2.9%, Adams County at 0.75%, the Regional Transportation District at 1.0%, the Scientific and Cultural Facilities District at 0.1%, the City of Commerce City at 4.50%, and the South Adams County Fire Protection District at 0.50%. Commerce City is home rule and self-collecting, so the city's 4.50% is remitted to the City rather than to the state, while the other five components are state-collected. The South Adams County Fire Protection District's own published boundary map (its "Map of Boundaries" page, showing all six of its station response areas against the surrounding road network) has now been read, and the district's own text alongside it states plainly: "The District serves all residents within Commerce City and areas of unincorporated Adams County for a total service area of 69.12 square miles." That is a first-party statement that the district's boundary encloses the entire city, not part of it, matching the boundary description Colorado Department of Revenue form DR 1002 gives for the district itself ("Commerce City area including small surrounding areas of unincorporated Adams County"). So the FPD's 0.50% applies everywhere in Commerce City and is no longer a condition to check. The remaining boundary condition is the Regional Transportation District, which DR 1002 describes as covering "Adams County (west of Box Elder Creek)"; Commerce City extends east of that line toward the airport, so the 1.0% RTD component does not reach every address in the city, and that half of the boundary question was not re-examined in this pass. The Scientific and Cultural Facilities District is not conditional at all, because its boundary is "All areas within the county boundaries of Adams, Arapahoe, Boulder, Jefferson, Denver and Broomfield," so it reaches every address in Commerce City. Where RTD does not apply the combined rate falls to 8.75% (the FPD component still applying everywhere). DR 1002 also lists a Commerce City use tax at 4.50%, the same as the sales rate, and a service fee allowance of 2%; how the City assesses that use tax on construction materials was not established here, and several neighbouring home-rule cities collect theirs through the building permit rather than at the supply house, so ask the City which applies before pricing materials.
