9.75% combined in most of Commerce City, and two of the six components carry a boundary condition that a roofer bidding on the eastern edge of the city should check. The components are the Colorado state rate of 2.9%, Adams County at 0.75%, the Regional Transportation District at 1.0%, the Scientific and Cultural Facilities District at 0.1%, the City of Commerce City at 4.50%, and the South Adams County Fire Protection District at 0.50%. Commerce City is home rule and self-collecting, so the city's 4.50% is remitted to the City rather than to the state, while the other five components are state-collected. The two conditions, both taken from the boundary text Colorado Department of Revenue form DR 1002 publishes for the districts themselves. First, RTD covers "Adams County (west of Box Elder Creek)", and Commerce City extends east of that line toward the airport, so the 1.0% does not reach every address in the city. Second, the South Adams County Fire Protection District is described as the "Commerce City area including small surrounding areas of unincorporated Adams County"; its own boundary map was not read here, and the northern part of the city is a place to confirm rather than assume. The Scientific and Cultural Facilities District is not conditional at all, because its boundary is "All areas within the county boundaries of Adams, Arapahoe, Boulder, Jefferson, Denver and Broomfield," so it reaches every address in Commerce City. Where neither RTD nor the fire district applies the combined rate falls to 8.25%. DR 1002 also lists a Commerce City use tax at 4.50%, the same as the sales rate, and a service fee allowance of 2%; how the City assesses that use tax on construction materials was not established here, and several neighbouring home-rule cities collect theirs through the building permit rather than at the supply house, so ask the City which applies before pricing materials.
