Re-roofing any building requires a building permit in Broomfield. Contractors must be licensed by the City and County of Broomfield; a homeowner performing work on their own primary residence may sign a homeowner statement in lieu of a contractor license.

Required — All re-roofs will require a mid-roof inspection, except for 3-story or greater and 7/12 slope or greater for the entire roof system; if any slope is less than 7/12 within the roof system, a mid-roof inspection will be required for the entire roof. Not required — Broomfield Municipal Code Section 15-05-010, "Amendments to the International Residential Code," which carries the City and County's complete list of local amendments to the adopted 2024 International Residential Code and is codified through Ordinance No. 2295, was reviewed in full. The amendment list makes no change to IRC Chapter 9, Roof Assemblies, and contains no impact-resistance, UL 2218 or Class 4 roofing requirement; the adopted Chapter 9 therefore applies as published, whose Section R905.2.4 addresses wind resistance rather than impact resistance.

Permits required for all roof repairs that cover an entire slope or any valley repair, or slope changes/transitions. Permits not required for roof repairs that do not affect valleys/slope changes and do not affect an entire slope (must follow manufacturer instructions).

"Roof recover not allowed: Existing layers must be removed if soaked or deteriorated, wood shake/slate/tile, or two or more layers, to the roof deck. Exception: One asphalt overlay is allowed if adequate by code and or manufacturer." (Building Division Re-Roofing Guideline Policy, effective 4/15/2026, implementing the 2024 IBC/IRC; this is administrative policy, not text amended directly into B.M.C. Chapter 15-05.)

"After the existing shingles have been removed, the applicant shall verify that the roof decking is sound and free from sags, holes, and delamination of plywood. Damaged or unsound decking shall be replaced or covered with new decking. Existing roofs with spaced sheathing or lumber decking may remain unless the gaps between the individual boards exceed ¼ inch. Gaps shall be repaired with new lumber or covered with new roof sheathing."

8.15% combined citywide, with two Local Improvement Districts that raise it, and Broomfield publishes the components itself: Colorado state 2.90%, RTD/CD 1.10% -- Broomfield lists the Regional Transportation District and the Scientific and Cultural Facilities District as a single line -- and the City and County of Broomfield 4.15%. Because Broomfield is a consolidated city AND county there is no separate county component to add. Inside the FlatIron Improvement District add 0.01% for a total of 8.16%; that district covers FlatIron Crossing Mall, FlatIron Crossing Village, FlatIron Marketplace and Mainstreet at FlatIron, and the City names its streets. Inside the Arista Local Improvement District add 0.20% for a total of 8.35%, covering the Broomfield Event Center and other retail development, again with streets named. FOR A ROOFING JOB THE OPERATIVE TAX IS THE USE TAX ON BUILDING MATERIALS, AND IT IS COLLECTED AT PERMIT RATHER THAN AT THE REGISTER. Broomfield collects use tax on building materials at the time of building permit issuance and assumes, in accordance with Broomfield Municipal Code 03-08-060, that 50% of the total project valuation is materials. The City publishes the arithmetic: use tax equals total valuation x 50% x 4.15% for contractors, and equals materials valuation x 4.15% for a homeowner performing all of their own work. Once it is paid the applicant should show the building permit payment receipt to the supplier or retail home center, which should then not charge any city sales tax. But Broomfield states expressly that payment of state and RTD sales taxes is still required on all materials, so the permit receipt does not exempt the whole 8.15%. One condition this record does NOT resolve, and states rather than adjudicates: Colorado Department of Revenue form DR 1002 describes the RTD boundary as covering "Generally, Broomfield County (except certain areas immediately adjacent to I-25 and Highway 7 interchange)", while Broomfield's own citywide figure carries the RTD/CD 1.10% with no such carve-out. An address near that interchange is one to confirm with the Broomfield Sales and Use Tax Division at 303-464-5811 rather than assume.
