Inspection requirements
The city's re-roofing standards require valley linings installed per manufacturer's instructions before shingles are applied (for closed valleys, one ply of smooth roll roofing complying with ASTM D6380, not less than 36 inches wide); a drip edge at eaves and rake edges of shingled roofs, with adjacent segments overlapped not less than 2 inches, extending not less than 1/4 inch below the roof sheathing and not less than 2 inches back onto the roof deck; underlayment installed over the drip edge along eaves and under the underlayment along rake edges; and the drip edge mechanically fastened to the roof deck at intervals not exceeding 12 inches on center.

Drip edge
Required — "A drip edge shall be provided at eaves and rake edges of shingled roofs. Adjacent segments of drip edge shall be overlapped not less than 2 inches. Drip edges shall extend not less than ¼ inch below roof sheathing and extend up back onto the roof deck not less than 2 inches. Drip edge shall be mechanically fastened to the roof deck at not less than 12 inches o.c. with fasteners as specified in section R905.2.5." Exception stated: "If a nominal 1 inch by 2-inch shingle mold is used, attached to the fascia and the starter course of shingles is extended a minimum of ¼ inch and not more than 1 inch then a metal drip edge is not required." Not required — Part 5 "Building Regulations and Codes" of the Owasso Code of Ordinances -- the city's entire codified building law, Chapters 1 through 13 -- was read in full. Its building chapter adopts the International Building Code by reference at Section 5-101 (Ordinance No. 921, adopted June 17, 2008), and the only local changes it makes, at Section 5-102, are administrative inserts carried over from the BOCA era: the city's name, an effective date, resolution numbers, penalty language and permit cross-references. The codified code contains no local amendment to the International Residential Code and no roof-covering provision of any kind, so the residential code Owasso enforces is the statewide layer adopted by the Oklahoma Uniform Building Code Commission, whose 2018 IRC roof-assemblies rules were also read in full and contain no impact-resistance provision. No UL 2218 or Class 4 impact requirement appears in the city's adopted code or in the state rules it operates under.
Sales & use tax
Owasso's own city sales tax rate is 4.05% everywhere, but the COMBINED rate varies by county: the OTC rate chart lists Owasso under two jurisdiction codes, COPO 6614 (Rogers County) and COPO 7214 (Tulsa County), both at the same 4.05% city rate. Combined: 8.917% for an Owasso address in Tulsa County (state 4.5% + city 4.05% + Tulsa County 0.367%); 10.05% for an Owasso address in Rogers County (state 4.5% + city 4.05% + Rogers County 1.50%). Oklahoma taxes roofing contractors as consumers/users: they pay sales tax on materials, supplies, and equipment at the point of purchase from the vendor, and do not separately charge the homeowner sales tax on labor or the finished job (Oklahoma Tax Commission Rule OAC 710:65-7-13(a): "Contractors are defined by statute as consumer/users and must pay sales tax on all taxable services and tangible personal property, including materials, supplies, and equipment purchased to develop, repair, alter, remodel, and improve real property.").
