Sec. 150.001(3)(f)-(g) inserts local design criteria into IRC Table R301.2(1) and amends Building Code Sec. 2603.5.1; Sec. 150.012 amends IRC Chapter 9 Section R-908 to invalidate subdivision restrictive covenants that require the exclusive use of wood shingles, letting an owner substitute a compatible roof covering material -- a covenant-enforcement and fire-hazard provision, not an impact-resistance standard. No other Chapter 9 section is amended by the city. Sec. 150.001(A)(1)(a)1 adopts "the latest editions adopted by the State of Oklahoma" for the Building Code, under which the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule is now the operative statewide layer (the vintage the city's own Community Development Q&A page also cites); that rule's Chapter 9 section (OAC Title 748, Ch. 20, Subch. 5-6, Sec. 748:20-6-14, "IRC 2018 Chapter 9 Roof Assemblies," 13 modification items) contains no such provision either. City of Bethany Code of Ordinances § 150.001(A)(3)(f) inserts the following design criteria into IRC Table R301.2(1): "Column 1- Ground Snow Load: 10 psf; Column 2- Wind Speed: 90 mph; Column 3- Seismic Design Category: C; Column 4- Weathering: Moderate; Column 5- Frost Depth Line: 18 inches; Column 6- Termite: Yes; Column 7- Winter Design Temperature: 13 Deg F; Column 8- Ice Barrier Underlayment Required: No; Column 9- Flood Hazards: FIRM dated 2, July 2002; Column 10- Air Freezing Index: 333; Column 11- Mean Annual Temperature: 61.0 Deg F." No separate topographic-effects, special-wind-region, or windborne-debris-zone columns are listed.

Bethany's Code of Ordinances § 150.001 does not amend Chapter 9 (Roof Assemblies) of its adopted Residential Code -- its only Table-R301.2(1)-area amendments are the climatic design criteria and Section 2603.5.1 -- so the operative text is the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule (OAC 748:20-6-14(13)), which amends R908.3.1.1 Roof re-cover to read: "A roof re-cover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering. 4. Where the existing roof has one or more application of asphalt shingles additional applications of asphalt shingles shall not be permitted." (Bethany's own ordinance cites an outdated OUBCC subchapter number for this incorporation; the current OUBCC rule text above is the operative one.)

The City of Bethany's own Community Development Q&A page states: "Shingles must be correctly fastened to solid sheathed decking as per the asphalt shingle manufacturer specifications," citing "the 2018 IRC R905.2.1A for asphalt shingles guidelines." Bethany's Code of Ordinances § 150.001 does not separately amend Chapter 9 (Roof Assemblies), so the operative black-letter text is the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule (OAC 748:20-6-14(2)), which amends R905.2.1 Sheathing requirements to read: "Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)."
