Permit process note

Permits for windows, siding, roofing, and doors use a single combined application (form WSR08072026): the applicant states whether the property is commercial or residential and whether a registered contractor is being used (see registration_details), and, for roofing, whether the work is a tear-off or a reroof and the resulting total layer count (capped at two -- see roof_layer_limit). Nails must be used on the new roof and roof ice protection is required from the eave to 24 inches inside the exterior wall (both initialed requirements on the application). A separate temporary dumpster permit is required if a dumpster will be on site. The Building Department's own fee schedule (Codified Ordinance 185.04) prices a residential "Roofing and siding (houses and garages)" permit at $35.00 plus $5.00 per $1,000 of valuation (or part thereof); commercial roofing additions/alterations are priced separately at $75.00 plus $5.00 per $1,000 of valuation, with no $300 base fee. Inspection requirements
The contractor or applicant must call the Building Department for inspections 24 hours in advance as the project progresses, supplying the address and permit number. The entire text of RCO Section 905.2.8.5 (OAC 4101:8-9-01, effective 7/1/2019) is: "905.2.8.5 Drip edge. Refer to Sections 903.1 and 905.1." Parma's own 10-page fee schedule (Codified Ordinance 185.04, read in full) and its "Windows / Siding / Roofing / Door Permit Application" do not enumerate a specific mid-roof, dry-in, or roof-covering inspection stage; the fee schedule names only a generic "Re-inspection fee for incomplete or defective work or for work not in compliance with approved plans" (item W, $75.00 each occurrence) that applies across all permit categories, and a general rule that permit extensions require that "inspections have occurred." Neither document names a discrete mid-roof inspection step for a residential re-roof. Recorded as a sourced negative -- required: false -- rather than asserting an inspection-stage list that was not found in the documents opened this session.
Impact-resistant roofing
Not required — Parma imposes no impact-resistance or hail-rating requirement - but this negative had to be earned carefully, because unlike most Ohio cities Parma has NOT surrendered roofing to the state code. Its Codified Ordinances Part Fifteen (Building Code), Title One, contains a live, substantive CHAPTER 1523, "Roof Coverings," with eight operative sections (1523.01 Generally, .02 Asphalt shingles, .03 Asbestos-cement shingles, .04 Tile roofing, .05 Slate roofing, .06 Built-up roofing, .07 Other types of roof coverings, .08 Wood shingles, plus .99 Penalty) - notably NOT repealed, where many neighboring chapters in the same title (1506 Residential Code, 1509 Quality of Materials, 1511, 1513, 1514, 1515, 1517) carry "(Repealed)". I read Chapter 1523 in full. It contains NO reference to impact resistance, to UL 2218, or to hail - zero matches for any of the three. THE DISAMBIGUATION THAT MATTERS, and the reason this record is easy to get wrong: Chapter 1523 DOES impose Underwriters Laboratories class requirements on roof materials, and they are FIRE classifications, not impact ratings. Sec. 1523.02(a) (Asphalt shingles - Quality) provides: "Asphalt shingles shall be of a quality not less than that required for Class C roof covering materials as listed by Underwriters Laboratories, Inc.," and Sec. 1523.08 requires wood shingles to be "listed as not less than Class B roof covering material by Underwriters Laboratories, Inc." RCO Section 905.2.5 (OAC 4101:8-9-01, effective 7/1/2019), read in full this session, requires fasteners for asphalt shingles to be galvanized steel, stainless steel, aluminum, or copper roofing nails, minimum 12-gage shank with a minimum 3/8-inch-diameter head, complying with ASTM F1667, of a length to penetrate not less than 3/4 inch into the roof sheathing (through the sheathing where it is thinner than 3/4 inch).
