A building permit is required for re-roofing in Cedar Rapids; a site plan is not required for a re-roofing permit unless there is a change of use involved, though plans, diagrams and specifications are required depending on the scope and complexity of the project. Under the Cedar Rapids Code the permit holder is responsible for notifying the Building Services Department when the project is ready for inspection. Inspections are requested through Customer Self Service (CSS), by email to [email protected], or by phone at 319-286-5831, and should be requested the business day prior to the desired inspection, before 4:00 PM. Final inspections and approvals are required prior to occupancy or use of the space authorized by the permit; failure to request a final inspection results in an additional charge.

CITY-SET, NOT STATE-GOVERNED -- AND THE EXACT EDITION IS AN UNRESOLVED CONFLICT BETWEEN TWO CITY-PUBLISHED SOURCES, noted here rather than guessed away. Cedar Rapids adopts its own building code at Chapter 33 ("Building Code") of the Cedar Rapids Municipal Code. Per the City of Cedar Rapids Building Services "Codes" page, the codes currently in force are the 2024 International Residential Code (the operative code for one- and two-family dwelling roofing work), the 2024 International Building Code, the 2021 International Fire Code, the 2024 International Mechanical Code, the 2024 Uniform Plumbing Code, the 2024 National Electrical Code, and the 2024 International Property Maintenance Code; that page states the 2024 IBC/IRC adoption was effected by an ordinance repealing and re-enacting Chapter 33, introduced at the City Council meeting of 2024-07-23. However, the Cedar Rapids Municipal Code as presently codified (Chapter 33, Sec. 33.01, Supplement No. 24, codified through Ordinance No. 066-25 passed December 16, 2025) instead reads: "there is hereby adopted as the Building Code of the City of Cedar Rapids, Iowa, that certain codes known as the International Building Code, 2021 Edition, and the International Residential Building Code, 2021 Edition," enacted by Ordinance No. 035-24. The city's Table R301.2(1) local design-criteria amendment (Sec. 33.20) is also keyed to that same 2021-edition, Ordinance No. 035-24 adoption. It is possible the city's newer 2024 adoption postdates Supplement No. 24's codification cutoff and has not yet been incorporated into the online code; that is a plausible explanation, not a confirmed one. This record does not adjudicate which edition currently governs. Because Iowa Code 103A.10 leaves adoption to the city (see description), whichever edition is correct is Cedar Rapids-specific and must not be assumed for other Iowa cities. NOTE ON CITY HANDOUTS: some Cedar Rapids Building Services handouts carry even older edition labels -- the city's own Roofing Permit Application form cites "Chapter 15 of IBC 2003/Chapter 9 of IRC 2003" -- so a handout's edition label can lag well behind whichever code edition is actually in force.

The City of Cedar Rapids Building Services Department's roofing permit application / roofing standards require eave protection (ice dam protection) from the eave edge to a minimum of 24 inches inside the wall line - the standard IRC ice-barrier extent. Failure to request a final inspection will result in an additional charge and will hold up issuance of a Certificate of Occupancy." No mid-roof, in-progress, dry-in, underlayment, or ice-barrier inspection is named anywhere in the city's published roofing permit guidance; a straightforward re-roof is subject only to the final inspection.

Not required — Neither the Cedar Rapids Roofing Permit Application's instructions and information, nor the Cedar Rapids Building Services FAQ, nor the Chapter 33 amendment schedule (sections 33.01 through 33.40) imposes a UL 2218 or Class 4 impact-resistance requirement on roof coverings.

If two (2) layers already exist on the roof, they must be torn off before a new layer can be installed." In practice this permits a single overlay over one existing layer; a full tear-off to the deck is required once two layers are present.
