A building permit is required for re-roofing in Cedar Rapids; a site plan is not required for a re-roofing permit unless there is a change of use involved, though plans, diagrams and specifications are required depending on the scope and complexity of the project. Under the Cedar Rapids Code the permit holder is responsible for notifying the Building Services Department when the project is ready for inspection. Inspections are requested through Customer Self Service (CSS), by email to [email protected], or by phone at 319-286-5831, and should be requested the business day prior to the desired inspection, before 4:00 PM. Final inspections and approvals are required prior to occupancy or use of the space authorized by the permit; failure to request a final inspection results in an additional charge.

2024 Edition, per a newer city ordinance not yet folded into the online code compilation -- both instruments are the city's own and are cited together so the customer can see the chain. Cedar Rapids City Council enacted Ordinance No. 005-26 on March 10, 2026: after a public hearing and first reading on February 24, 2026 and a second reading on March 10, 2026, Council suspended the rule requiring three readings on three different days and adopted the Ordinance on its third and final reading that same night. Ordinance No. 005-26 repeals Chapter 33 ("Building Code") of the Cedar Rapids Municipal Code and enacts a new Chapter 33 reading, in the city's own words: "there is hereby adopted as the Building Code of the City of Cedar Rapids, Iowa, that certain codes known as the International Building Code, 2024 Edition, and the International Residential Building Code, 2024 Edition, as published by the International Code Council, Inc." This 2024 edition matches what the Building Services Department's Codes page names as currently in force. As of this verification, the Cedar Rapids Municipal Code as published on Municode has not yet incorporated Ordinance No. 005-26: its current text (Chapter 33, Sec. 33.01, Supplement No. 24, codified through Ordinance No. 066-25 passed December 16, 2025) still reads "International Building Code, 2021 Edition, and the International Residential Building Code, 2021 Edition," enacted by the prior Chapter 33 ordinance, Ordinance No. 035-24. Because Iowa Code 103A.10 leaves code adoption to the city, this 2024 edition is Cedar Rapids-specific and must not be assumed for other Iowa cities.

Required — Required through Cedar Rapids' adopted code rather than through a Cedar Rapids-specific amendment. Neither of the city's Chapter 33 amendment schedules touches Chapter 9 (Roof Assemblies) of the International Residential Code: not the 2021 schedule still printed in the online code (sections 33.01 through 33.40, covering everything from permit fees to footings), and not the 2024 schedule that Ordinance No. 005-26 enacted in its place on March 10, 2026, whose residential-code amendments, in the text put to Council in its February 24, 2026 meeting packet, run from Section R101.2.1 to Section R408.3.1 and include no section numbered in the 900s. So the model code's drip-edge mandate at Section R905.2.8.5 stands as adopted under either edition, and its words are the same in both: "A drip edge shall be provided at eaves and rake edges of shingle roofs." The same section requires adjacent segments to overlap by not less than 2 inches, the drip edge to extend not less than 1/4 inch below the roof sheathing and not less than 2 inches back onto the roof deck, and mechanical fastening to the deck at not more than 12 inches on center; underlayment goes over the drip edge along eaves and under it along rake edges. Required — CITY-PUBLISHED requirement. The City of Cedar Rapids Building Services Department's roofing permit application / roofing standards require eave protection (ice dam protection) from the eave edge to a minimum of 24 inches inside the wall line - the standard IRC ice-barrier extent. The same city roofing standards specify 15-pound felt underlayment with laps of 2 inches for roof pitches of 4:12 and greater. Cedar Rapids is in a historically ice-dam-prone climate, and unlike Minnesota - where the ice barrier is imposed statewide by rule - this requirement here rests on Cedar Rapids' own adopted code and published roofing standards. Not required — The Cedar Rapids Building Services FAQ, which otherwise documents the roofing permit requirement, the two-layer limit, and the sheathing/rotted-deck restriction, states only: "Final inspections on permits are required. Failure to request a final inspection will result in an additional charge and will hold up issuance of a Certificate of Occupancy." No mid-roof, in-progress, dry-in, underlayment, or ice-barrier inspection is named anywhere in the city's published roofing permit guidance; a straightforward re-roof is subject only to the final inspection.

Not required — Neither the Cedar Rapids Roofing Permit Application's instructions and information, nor the Cedar Rapids Building Services FAQ, nor the Chapter 33 amendment schedule (sections 33.01 through 33.40) imposes a UL 2218 or Class 4 impact-resistance requirement on roof coverings.

CITY-SPECIFIC, expressed qualitatively rather than as a numeric square-foot or dollar figure. The Cedar Rapids Building Services FAQ states that permits are required for work "including, but not limited to, new construction, remodeling, repair (other than minor, normal maintenance repairs), re-roofing, and vinyl siding and fence installation." The city's Home Repairs guidance describes the exempt category: permits are not required for minor roofing repairs (replacing small portions of shingles), small sections of siding, small roof holes that can be patched with plywood, or other minor maintenance items. Any re-roofing beyond minor, normal maintenance repair requires a permit.

CITY-SPECIFIC. A maximum of two (2) layers of roof covering may exist on a roof in Cedar Rapids. Per City of Cedar Rapids Building Services guidance: "A maximum of two (2) layers of shingles may be on a roof. If two (2) layers already exist on the roof, they must be torn off before a new layer can be installed." The city's roofing permit correspondingly does not authorize installation of a new roof covering over more than two existing roof coverings, or over unsound or rotted sheathing. In practice this permits a single overlay over one existing layer; a full tear-off to the deck is required once two layers are present.

CITY-SPECIFIC condition attached to the Cedar Rapids roofing permit itself: the permit does not authorize installation of a new roof covering over unsound or rotted sheathing (nor over more than two existing roof coverings). Deteriorated decking must therefore be replaced rather than covered, and re-sheathing is part of the permitted scope. 7.000% combined in the Linn County portion of Cedar Rapids, Iowa -- the overwhelming majority of the city -- composed of the 6% Iowa state sales tax plus a 1% Linn County local option sales tax (LOST). The Iowa Department of Revenue's own published Local Option Sales Tax jurisdiction table (workbook "Status of All Juris[dictions]," effective July 1, 2026, published/updated by the Department June 18, 2026) shows that Linn County LOST took effect April 1, 2009 and is recorded with a sunset date of June 30, 2034. The same Department table separately carries a Johnson County line for Cedar Rapids showing no LOST in effect there (6% only); a roofer with a jobsite address near the Linn/Johnson county line should confirm the county for that specific address. HOW IOWA TAXES A ROOF IS UNUSUAL, AND IT CUTS BOTH WAYS. Iowa Code section 423.2(6) makes a list of enumerated services taxable at the state rate, and paragraph (l) of that list reads, in its entirety, "Roof, shingle, and glass repair." Against that, section 423.3(37) exempts "the sales price of services on or connected with new construction, reconstruction, alteration, expansion, remodeling." The materials side flips with the labour side. Under section 423.2(1)(b)(1), materials sold to a contractor "for the erection of buildings and other structures or for the reconstruction, alteration, expansion, or remodeling of buildings and other structures are retail sales of tangible personal property," on which the contractor pays the tax as consumer, while materials sold "for use in repairs to or for installation in existing buildings and other structures are purchases for resale." So a job characterised as a repair carries taxable labour and resale-purchased materials, and a job characterised as reconstruction or remodeling carries exempt labour and taxed materials. Which branch a particular tear-off and replacement falls into is a fact-specific question the statute does not answer, and it changes who owes the tax rather than only how much, so settle it with an accountant rather than assume it.
