No UL 2218, Class 4, or hail-impact provision appears anywhere in the chapter. The Oklahoma Uniform Building Code Commission's IRC 2018 Permanent Rule (OAC Title 748, Ch. 20, Subch. 5-6, Section 748:20-6-14, 13 Chapter 9 modifications), which governs by default where Midwest City is silent, likewise contains no impact-resistance provision. Where the existing roof has one or more application of asphalt shingles additional applications of asphalt shingles shall not be permitted." (OAC 748:20-6-14(13)).
Deck & sheathing requirements
Sec. 9-7, read in full, likewise does not amend R905.2.1 (no R905 provision of any kind appears in the section's amendment list: 102.4.1, 104.1, 104.2, 105.10, 107.3.1, 108.2, 109.4, 110.0, 112.1 is the complete list), so the statewide OUBCC rule governs directly: "R905.2.1 Sheathing requirements. Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)." (OAC 748:20-6-14(2)).
