Effective June 23, 2026, Glendale adopted the 2024 editions of the International Codes (including the IBC, IRC, IFC, IECC, IEBC, IFGC, IPC, IMC, ISPSC, and IPMC) plus the 2023 National Electrical Code and various NFPA standards.

Not required — The City of Glendale's Ordinance No. 1, Series of 2026, adopted on second reading June 2, 2026 after introduction on May 5, 2026, was read in full. It repeals and re-enacts Chapters 15.04 and 15.08 of the Glendale Code of Ordinances and adopts by reference the 2024 editions of the International Building, Fire, Energy Conservation, Existing Building, Fuel Gas, Plumbing, Mechanical, Residential, Swimming Pool and Spa, and Property Maintenance Codes, the 2023 National Electrical Code, several National Fire Protection Association standards and the Colorado Conveyance Regulations, each as amended by the City's own enumerated amendment sections at 15.04.010 and following and 15.08.010 and following. Those amendments were read in full. The single roofing amendment is Section 15.04.041, which adds Building Code Section 1503.6 requiring that mechanical equipment placed or reset on roofing be supported on minimum eight-inch curbs, platforms or legs bearing on the decking and made watertight, with an exception for units weighing 400 pounds or less set on vibration isolation pads where the roof warranty permits. No amendment reaches the roof-covering sections of Chapter 15 of the Building Code or Chapter 9 of the Residential Code, and the only Residential Code amendment in the ordinance concerns a plumbing clearance. Neither the adopted codes nor any City amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The ordinance is effective for all permits applied for on or after June 23, 2026. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland- urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.

The City separately levies a 3.75% Use Tax (same rate as its sales tax) — "due when a legally imposed City sales tax has not been paid on the purchase, rental, or lease of tangible personal property that is stored, used, or consumed in the City of Glendale," including materials brought into the City from a lower-tax jurisdiction. No construction-permit- specific use-tax deposit mechanism was found; the City's "What is Use Tax?" guide describes only the general self-assessed business use tax process (reported on Line 8 of the City's Sales/Use Tax Return), not a building-permit deposit process.
