Ice & water shield
Required — "Per Ordinance 22-01: Ice Barrier shall be installed for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, and slate and slate-type shingles." Impact-resistant roofing
Not required — Elbert County's adopting ordinance for the 2018 I-Codes (Ordinance 22-01, effective April 13, 2022, amending and restating Ordinance 18-04) was reviewed in full, including the Exhibit A amendment lists for the 2018 International Building Code and 2018 International Residential Code. Its only roof-covering amendment is to R905.1.2 (ice barriers); it does not amend R905.2.4 and contains no impact-resistance or UL 2218 requirement. The county's current re-roof policy (effective April 1, 2026) and its climatic and geographic design criteria table were also reviewed and impose no impact-resistance requirement. Elbert County separately adopted the Colorado Wildfire Resiliency Code on May 27, 2026; its roofing provision (Section 403.2) requires a Class A roof assembly tested in accordance with ASTM E108 or UL 790, which is a fire classification and not a hail-impact rating.
