Inspection requirements

2018 International Residential Code, adopted and amended by the Town of Silverthorne at Municipal Code Article XI, Building Code Enforcement, alongside the 2018 editions of the International Building, Mechanical, Plumbing, Fuel Gas, Existing Building and Energy Conservation Codes and the 2018 International Fire Code. The Town amends the residential code extensively, renaming it in Section R101.1 as "the Residential Code for One-and Two-Family Dwellings of The Town of Silverthorne", completing Table R301.2(1) for the Town, and rewriting the ice barrier provision at Section R905.1.2.

Required — Required over the ENTIRE roof deck, not just at the eaves -- a materially stricter rule than the model code. The Town of Silverthorne amends International Residential Code Section R905.1.2 to read: "An ice dam protection underlayment that consists of an approved self-adhering polymer modified bitumen sheet shall be used with all roof coverings. This ice dam protection underlayment shall extend up the slope of the roof from the drip-edge of the roof or eave and cover the entire roof decking surface." The completed Table R301.2(1) separately answers "Ice Barrier Underlayment Required" with "Yes".

Not required — The Town of Silverthorne adopts the 2018 International Building Code, the 2018 International Residential Code including Appendices F, K and Q, the 2018 International Energy Conservation Code and the 2018 International Fire Code at Town Code Chapter 4, Article XI, Building Code Enforcement. The Town's own Building Codes and Construction Resources page lists its adopted building code as the 2018 International Building Code and links to that article, so the codified text is the edition in force rather than a superseded one. Article XI was reviewed in full and contains no impact resistance requirement and no reference to UL 2218 or Class 4 roof coverings. The Town regulates roof coverings for fire and snow instead: amended Section R902.1 and International Building Code Section 1505.1 require Class A roofing on all new buildings, tested in accordance with UL 790 or ASTM E108; Section 4501.2.1 of the Town's wildland-urban interface chapter requires a Class A roof on all structures, and Section 4501.2.2 extends that to any existing roof covering of which 25 percent or more is replaced in a twelve-month period; Section 1507.1.2 requires an ice dam protection underlayment across the entire roof deck; and Section 1503.7 requires snow-shed barriers. Each of those is a fire or snow provision and is independent of impact rating.
Wind design criteria
A design wind speed of 115 mph in Seismic Design Category B. The Town of Silverthorne amends International Residential Code Table R301.2(1) in full, and the completed table sets a ground snow load of 80 pounds per square foot, severe weathering, a frost line depth of 40 inches, a slight termite hazard, a winter design temperature of minus 13 degrees Fahrenheit, an air freezing index of 2,387 and a mean annual temperature of 35.4 degrees. The 80 pound ground snow load is a structural design figure and reflects the town elevation of roughly 9,000 feet.

8.375 percent combined: 2.9 percent state, 2.75 percent Summit County, 0.725 percent Summit Combined Housing Authority and 2 percent Town of Silverthorne. The Summit County rate already includes the 0.75 percent Mass Transit System tax, per the Colorado Department of Revenue publication DR 1002, whose footnote reads "Rate includes 0.5% Mass Transit System (MTS) in Eagle and Pitkin Counties and 0.75% in Summit County." The Summit Combined Housing Authority levy is a separate special district applying across Summit County limits, not part of the county rate. Silverthorne is a home rule town that collects its own sales tax rather than the state collecting it, and Summit County levies no county use tax on building materials.
