Sioux Falls has adopted the 2021 International Residential Code and the 2021 International Building Code, each with local amendments, at Chapter 150 of the Sioux Falls Code of Ordinances: § 150.001 (Residential Code adopted) with § 150.002 "AMENDMENTS, ADDITIONS, AND DELETIONS TO THE 2021 INTERNATIONAL RESIDENTIAL CODE", and § 150.015 (Building Code adopted) with § 150.017 "AMENDMENTS, ADDITIONS, AND DELETIONS TO THE 2021 INTERNATIONAL BUILDING CODE". The city publishes its own marked-up adopting documents, "2021-irc-with-strikeouts-commentary.pdf" and "2021-ibc-with-strikeouts-commentary.pdf", from its Adopted Building Codes page, and the 2021 International Existing Building Code is adopted alongside them. Context: this is a local adoption made under South Dakota's local-option framework (SDCL 11-10-12 for residential structures, SDCL 11-10-5 for non-residential), not an inherited statewide code - South Dakota has no single mandatory statewide building code applicable to all jurisdictions, so the edition in force in Sioux Falls is the city's own choice and does not carry over to other South Dakota cities.

Required — The City's own "Asphalt Shingle Information Sheet" states: "Drip edge. A drip edge shall be provided at eaves and rake edges of shingle roofs. Adjacent segments of drip edge shall be overlapped not less than 2 inches. Drip edges shall extend not less than 1/4 inch below the roof sheathing and extend up back onto the roof deck not less than 2 inches. Drip edges shall be mechanically fastened to the roof deck at not more than 12 inches o.c. Underlayment shall be installed over the drip edge along eaves and under the underlayment along rake edges." Sioux Falls has not gutted this provision the way Ohio has statewide - it is stated in full in the City's own published guidance. About drip edge

Required — The City of Sioux Falls publishes its own "Asphalt Shingles Information Sheet" in its Homeowner's Construction Guides set, and that sheet carries the ice-barrier requirement for roofs in the city: an ice barrier of not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet used in place of normal underlayment, extending from the eave edge to a point not less than 24 inches inside the exterior wall line of the building. I opened both the homeowner-construction-guide copy of this sheet and the city's separately-linked "Asphalt Shingle Information Sheet" at https://www.siouxfalls.gov/files/assets/public/v/2/business-and-permits/ordinances/homeowner-construction/asphalt-shingle-information-sheet.pdf and confirmed both URLs currently serve the identical scanned document (byte-for-byte matching file); reading it in full (8 pages) found no printed date, so the two URLs are not two different editions. The document cites ASTM D7158/D3161 wind-classification and ASTM D1970 self-adhering-membrane standards and uses current IRC R905-series section language, consistent with the city's current 2021 IRC adoption rather than a stale pre-2021 edition. Note that under the 2021 IRC the ice barrier applies only where the jurisdiction has filled in Table R301.2(1) with "YES" for ice-barrier underlayment, which is a Sioux Falls-specific entry in the city's adopting ordinance rather than a South Dakota statewide determination - South Dakota sets no statewide ice-barrier rule. Not required — I read the City of Sioux Falls' official "2021 IRC with strikeouts & commentary" adopting instrument in full (43 pages, covering every added, deleted, or modified section of the 2021 IRC from Part I through Part VIII) and separately read the City's own 8-page "Asphalt Shingle Information Sheet" in full; no provision in either document addresses impact resistance, a Class 4 impact rating, or UL 2218. The asphalt-shingle sheet does require shingles to carry a wind-resistance classification under ASTM D7158 (class D, G, or H) or ASTM D3161 (class A, D, or F), but that is a wind rating, not an impact/hail rating, and is a different standard.

Sioux Falls sets no dollar-value or square-footage threshold below which a roof permit is not required. The City's own Building Permit FAQ page lists "re-shingle and re-side work" among the categories of work that require a building permit and states permits are required for any construction on a structure regulated by the building code. The FAQ's list of work exempt from a permit is a short, fixed list - landscape-only retaining walls under 4 feet, painting/papering/similar finish work, small window awnings, kitchen cabinets, and swings/playground equipment - and does not include any roofing item. No dollar-value threshold appears anywhere on the page for when a roofing repair does or does not need a permit.

Sioux Falls has not locally amended the model code's roof-recover limit the way Rapid City has amended its own. The City's own "Asphalt Shingle Information Sheet" (Planning & Development Services) states that "roof replacement shall include the removal of existing layers of roof coverings down to the roof deck," with an exception permitting an existing ice barrier membrane that is adhered to the roof deck to remain in place and be covered with an additional layer of ice barrier membrane. The same sheet separately allows a "roof recover" - installing a new roof covering over an existing one - subject to conditions (including where installed per the manufacturer's instructions, for complete separate systems such as standing-seam metal, and for certain coating-over-coating applications), but states "a roof recover shall not be permitted where... the existing roof has two or more applications of any type of roof covering," nor where the existing covering is water-soaked/deteriorated or is slate, clay, cement, or asbestos-cement tile. In practice this allows recovering over one existing layer (reaching two total) before full tear-off is required, unless a recover exception or bar applies - standard IRC-derived reroofing language, not a Rapid-City-style zero-layer local amendment.

The City's own "Asphalt Shingle Information Sheet" states: "Sheathing Requirements. Asphalt shingles shall be fastened to solidly sheathed decks. Roof decks with spacing 1/4 inch or larger must be resheathed." The same sheet requires drip edge to be mechanically fastened to the roof deck and requires underlayment be fastened sufficiently to hold in place. The document does not specify a minimum sheathing thickness or material (e.g. OSB vs. plywood) beyond requiring a solid deck and re-sheathing where gaps reach 1/4 inch or more.

South Dakota taxes roofing work as a realty improvement under the contractors' excise tax rather than as a retail sale of the finished job, so the rate that governs a Sioux Falls roofing contract is the state contractors' excise tax: SDCL ch. 10-46A imposes a 2% excise tax on the gross receipts of prime contractors and subcontractors on construction services and realty improvement projects, and every contractor must hold a Contractor's Excise Tax Licence from the South Dakota Department of Revenue under SDCL § 10-46A. This regime is statewide and applies in Sioux Falls identically to everywhere else in South Dakota.
