Unlike some peer cities, Cabot codifies no local fee schedule or IRC amendment text in its Municode-hosted ordinances; permitting detail (including that residential roof work requires a permit) is published instead on the City's own Planning & Zoning webpages. Cabot also requires a general city business license, independent of the state's roofing-specific registration, of any business - including a roofing contractor - operating within city limits.

- license: STATE-LEVEL requirement, applies in Cabot exactly as everywhere else in Arkansas. Ark. Code Ann. § 17-25-601 et seq. (the Arkansas Residential Roofers Registration Law) requires, verbatim, at § 17-25-603(a): "A person shall not act as a roofing contractor after July 1, 2021, unless a person is: (1) Granted a roofing contractor registration certificate by the Residential Contractors Committee; or (2) Exempt from certification under this subchapter." Operating without one is, per § 17-25-603(b), "upon conviction guilty of a Class A misdemeanor with each day in violation of the requirement to constitute a separate offense." To obtain the certificate, § 17-25-604(d) requires "(1) A surety bond in the minimum amount of fifteen thousand dollars ($15,000); (2) Proof of workers' compensation coverage as required under § 11-9-401 et seq.; and (3) Any other information required by the committee." The certificate expires one year after issuance and the fee is capped at $100 (§ 17-25-609). This roofing-specific registration is a distinct regime from Arkansas's general residential building contractor license (Ark. Code Ann. § 17-25-501 et seq.), which expressly exempts roofing contractors at § 17-25-513(6): "A person or entity performing work as a roofing contractor as defined under § 17-25-601 et seq." is exempted from that general subchapter's licensing requirement. CITY LAYER, separately and additionally: Cabot Municipal Code Sec. 8-19 (Payment of privilege tax and procurement of license required) states, verbatim: "It is unlawful for any person, firm or corporation, whether as principal or agent, to commence, engage in or carry on any of the businesses, occupations or professions within the city for which a license is required herein without having first paid and procured a license therefor." The City's own Business Licenses page confirms this reaches a roofing contractor operating in Cabot: "The City of Cabot requires all businesses to obtain a business license to conduct business within the city limits... If you are a sole proprietor or if your business is operated out of your home, you are also required to have a business license." Fee is scaled by employee count: 1-9 employees $75.00, 10-24 $150.00, 25-74 $300.00, 75-99 $450.00, 100 and above $600.00, Sole Proprietor $50.00, Non-Profit no fee. "The license fee shall be due and payable by June 1st. Any payments made later than July 1st of each year are delinquent payments and shall be subject to a penalty of twenty-five percent (25%)." This general business license is separate from, and additional to, the state roofing registration certificate above; nothing in Chapter 8 (read in full for Article II, General Business Licensing, Secs. 8-18 through 8-27) creates a roofing-specific or contractor-specific license category - Sec. 8-26 ("State license required for certain activities") was checked and is a coin/vending-machine provision, not a contractor rule.

Most permits also require one or more inspections before work is considered complete and final." "If you are going to hire for any of the below items, make sure the service company has purchased the permit for the work," per the Residential Permits page.

Cabot Municipal Code Sec. 6-19 (Adoption of codes) states, verbatim: "Pursuant to state law, the following codes, approved by the State of Arkansas, are adopted by reference as though copied fully herein: (1) 2021 Arkansas Fire Prevention Code, Volume I, II, and III (2) The National Fire Protection Association, Life Safety Code, 2009 Edition (3) The National Electric Code, 2020 Edition (4) The Arkansas State Plumbing Code, 2018 Edition (5) The Arkansas State Gas Code, 2018 Edition (6) 2014 Arkansas Energy Code (7) Arkansas Mechanical Code, 2021 Edition." (Code 1992, § 150.01; Ord. No. 13-2007, 3-1-2007; Ord. No. 43-2009, 2-17-2009; Ord. No. 13-2012, § 1, 7-2-2012; Ord. No. 19-2019, § 2, 5-20-2019; Ord. No. 27-2023, § 1, 9-5-2023.) Sec. 6-20 confirms: "(a) Three copies of each code have been and are now on file in the office of the city clerk-treasurer and the same and subsequent amendments and revisions as approved by the state are hereby adopted and incorporated, as amended, as if set out herein... (b) The provisions of the aforementioned codes shall be controlling in the construction of all buildings and other structures within the corporate city limits except as regulated by other ordinances of the city." Arkansas's Fire Prevention Code is itself a statewide floor, not a ceiling: AFPC [A] 101.2.2 (Locally adopted codes) provides that "Each district, county, municipality, or other political subdivision of this state shall only adopt and enforce the provisions of the Arkansas Fire Prevention Code, 2021 Edition[; t]he AFPC 2021 Edition shall be the only foundation document available for modification by local jurisdictions should they choose to adopt more stringent provisions." Chapter 6 (Buildings and Building Regulations) was read in full - Article I (Secs. 6-1 through 6-18, entirely reserved) and Article II (Secs. 6-19 and 6-20, quoted above) - and is the entire codified building chapter; Cabot prints no local fee schedule and no IRC section-level roofing-chapter amendment anywhere in its Municode-hosted ordinances, unlike some peer cities that codify a fee table alongside the adoption clause.
Impact-resistant roofing
Not required — Checked at both layers Cabot residential roofing actually runs through. STATE LAYER: the 2021 Arkansas Fire Prevention Code Rules Changes document's Volume III (Residential) chapter disposition list prints, verbatim: "Chapter 8, Roof-Ceiling Construction—No Changes" and "Chapter 9, Roof Assemblies—No Changes" - Arkansas amends nothing in the IRC's roofing chapters, and the document was grepped in full for "UL 2218" and "Class 4" with zero matches anywhere. CITY LAYER: Cabot Municipal Code Chapter 6 (Buildings and Building Regulations) was read in full - both articles, all four sections: Article I (Secs. 6-1 through 6-18, entirely reserved, no content) and Article II (Sec. 6-19 Adoption of codes, Sec. 6-20 Copies of codes on file) - and grepped for "UL 2218" and "Class 4" with zero matches; this is the entire codified building chapter and contains only the adoption-by-reference clause, not any IRC section-level amendment. Neither layer imposes an impact-resistance requirement on Cabot residential roofing as adopted.

No dollar-value threshold is published anywhere the City makes available. The Planning & Zoning Department's own Residential Permits page states, verbatim: "Home owners that live in the house may make most repairs to their home themselves, but you will still need a permit for the items listed and will need to do the work in compliance with applicable codes... The following are the most common things that require a permit as a resident in Cabot[:] Building Permit, Additions and Remodeling of Existing Structures, Decks, Electrical, Plumbing, and Mechanical (HVAC) Installations and Replacements, Excavations on City Property, Swimming Pools, Water Heater Replacement, Generator, Portable Storage Containers (PODS, Go-Mini, etc.), Roofs, Solar panels Installation, Sprinkler Systems, Storage Buildings or Accessory Structure, Sun Rooms / Porch Enclosures, Retaining Walls." "Roofs" is named directly among these categories with no square-footage or dollar-cost carve-out, so a roofing permit is required in Cabot regardless of job value. The Commercial Permits page lists the same permit-application forms (Building Permit Application, Remodel Application, Accessory Building Permit Application, Grading Permit) with no distinct roofing-specific application or fee figure named.
