Municipal Code § 18-4-20, "Amendments" to the 2018 IRC, was read in full and is textually exhaustive -- Section 101.1 (Title) and Table R301.2(1) only -- and does not touch Section R907 (Reroofing) or R908 (Roof Replacement), so the base 2018 IRC roof-recover/layer-limit provisions govern as adopted; the section text itself is behind the ICC paywall and not restated here.
