Impact-resistant roofing
Required — Milliken Municipal Code Sec. 18-10-20, the Town's amendment list to the 2024 International Residential Code (Ordinance No. 834, Section 15, adopted December 22, 2025): "IRC Section R905.2.4 (Impact resistance of asphalt shingles) is amended with the addition of the following after the first sentence: Asphalt shingles shall be Class 4 impact resistant, tested in accordance with UL2218, and installed in accordance with the manufacturer's installation instructions." Two exceptions apply: the building official may approve the highest available impact class, or non-impact-resistant materials, where no Class 4 shingle matches the color or style of the existing roof; and repairs covering less than one-half of the total roof area may use the same or similar existing materials, while a repair exceeding 50 percent of the roof area requires the entire roof to be replaced with Class 4 shingles. The Town's own 2024 IRC Residential Re-Roof guide states the same requirement.
Repair permit threshold
Shingle repair or replacement of one square or less is exempt from permit. Milliken Municipal Code Section 18-10-20 amends IRC Section R105.2, Work Exempt from Permit, and replaces Building Exception 10 in its entirety with "Shingle repair or replacement work not exceeding one square (100 square feet in area) of covering per building." Work above one square therefore requires a permit.
Wind design criteria
A design wind speed of 115 mph with no topographic effects, no special wind region and no wind-borne debris zone, in Seismic Design Category B. Milliken Municipal Code Section 18-10-20 completes IRC Table R301.2(1) for the Town, and the same completed table sets a ground snow load of 30 pounds per square foot, severe weathering, a frost line depth of 30 inches, an air freezing index of 1,000 and a mean annual temperature of 48 degrees Fahrenheit, and directs that Manual J design criteria be site specific.
Roof layer limit / recover
The Town of Milliken sets no local limit on the number of roof covering layers. Its residential amendment list at Municipal Code Section 18-10-20 was read in full and makes no amendment to IRC Section R907, the reroofing provisions, so the roof-recover and roof- replacement rules of the adopted 2024 International Residential Code apply as published. The Town does amend the roof-covering provisions elsewhere: IRC Section R905.2.4 is amended to require Class 4 impact- resistant asphalt shingles, which governs what covering may be installed rather than how many layers may remain beneath it. One existing layer may therefore be recovered; a second existing layer forces tear-off to the deck.
Deck & sheathing requirements
The Town of Milliken adds no local roof-deck or sheathing requirement. Its residential amendment list at Municipal Code Section 18-10-20 was read in full and makes no amendment to the roof-sheathing provisions of the adopted 2024 International Residential Code, which therefore apply as published.
