Adopted code
Woodland Park is in a regional regime, and the City's own instrument is what fixes the code that applies. Woodland Park Municipal Code Section 15.02.010 adopts by reference "The Pikes Peak Regional Building Code, 2023 Edition, promulgated and published by Pikes Peak Regional Building Department... inclusive of Appendices A and B... with, however, the amendments set forth in this chapter," most recently enacted by Ordinance No. 1446, Section 1, of May 18, 2023. The Pikes Peak Regional Building Code is itself a consolidated regional code rather than a bare I-Code edition, and it carries the secondary codes it references. The City's own amendments to it occupy the rest of Chapter 15.02; the roofing amendments are at Sections 15.02.091 through 15.02.094, which replace the ice-barrier provisions at Sections 1507.1.2 and R905.1.2 and add valley-lining provisions, each requiring a self-adhering polymer modified bitumen sheet complying with ASTM D1970. The Pikes Peak Regional Building Department administers permitting and inspection for the City, but the adopting instrument is the City's own Section 15.02.010.
Drip edge
Required — Pikes Peak Regional Building Department's Reroof Guidelines handout states: "Drip edge shall be provided at eaves and rakes edges of shingle roofs. (See 2021 IRC Section 905.2.8.5)"
About drip edge
Ice & water shield
Required — Pikes Peak Regional Building Department's Reroof Guidelines handout states: "Elevations of the property is listed on the permit receipt. Properties that are above 7,000 ft. elevation require an ice barrier to be installed. This barrier shall consist of not fewer than two layers of underlayment cemented together, or a self-adhering, polymer-modified bitumen sheet, and shall extend from the eave's edge to a point of at least 24 inches inside the exterior wall line of the building. (See 2023 PPRBC section RBC303.4.2 Table R301.2 footnote D and 2021 IRC section 905.1.2)" This is elevation-tiered, not a flat regional requirement -- required above 7,000 feet elevation, not required below it; Woodland Park's own townsite sits above that line.
About ice & water barrier
Mid-roof inspection
Not required — Pikes Peak Regional Building Department's Reroof Guidelines handout states: "Typical asphalt roofing materials and Direct-To-Deck metal shingles on residential homes do not require a mid-roof inspection." A tile roof is the exception: "A roof dry-in inspection is required (Tile Roof) (BTR). After all underlayment, batten strips and sup-flashing are in place. Before any tile is stocked or installed on roof."
Impact-resistant roofing
Not required — The City of Woodland Park is served by the Pikes Peak Regional Building Department, and its building code is the 2023 Pikes Peak Regional Building Code (2nd Printing), adopted by reference at Woodland Park Municipal Code section 15.02.010 by City Ordinance No. 1446, Series 2023. That code was reviewed in full, including its complete International Residential Code amendment list and the City of Woodland Park appendix setting out the City's own modifications, and it contains no impact-resistance or UL 2218 Class 4 requirement. Woodland Park's local roofing modifications concern ice barriers, valley lining and roof drainage.
Repair permit threshold
Pikes Peak Regional Building Department's Reroof Guidelines handout states: "It is violation of Code for any person to contract or perform reroofs (for repairs more than 100 square feet) without a license unless you own the residential property AND it is your primary residence. Any repair or replacement work done over 100 sq. ft requires a permit whether a licensed contractor or homeowner is performing the work. (See 2023 PPRBC Section 105.2.1, Item 14)" The companion homeowner FAQ confirms: "If the repair is less than 100 square feet, a permit is not required."
Wind design criteria
Pikes Peak Regional Building Department's "Basic Design Information" design-criteria handout (region-wide, for "Jurisdictions served by Pikes Peak Regional Building Code," updated 06/30/2026) prints, elevation-tiered at the same 7,000-foot line used for the ice-barrier rule: "Grade plane Below 7000': Ground snow load - Pg: 43 psf uniform, Flat roof snow load - Pf: 30 psf uniform. At or above 7000': Ground snow load - Pg: 57 psf uniform, Flat roof snow load - Pf: 40 psf uniform." Basic wind speed (Vult): "Category I/II: 130 mph. Category III: 135 mph. Category IV: 140 mph." Exposure category: "Exposure C required." Earthquake loads: "Short period spectral response Ss: 18.5%. 1-Second spectral response S1: 5.9%."
Roof layer limit / recover
Pikes Peak Regional Building Department's Reroof Guidelines handout states: "New asphalt roof coverings shall NOT be installed without first removing ALL existing layers of roof coverings on residential homes. (See 2021 IRC Section 908.3)" -- i.e. no recover over any existing layer is permitted; full tear-off to the deck is required for a new asphalt roof covering.
Deck & sheathing requirements
Pikes Peak Regional Building Department's Reroof Guidelines handout states: "Plank decking (skip sheathing) must have gaps that are ¼” or less. If not, roof must be re-decked with a minimum of 7/16” OSB or overlaid with a minimum of 3/8” CDX / OSB installed over existing plank decking (skip sheathing) otherwise gaps must be filled in. (See 2021 IRC Section 905.2.1 and Table 803.1)"
Sales & use tax
6.90% combined (state 2.9% + Teller County 1.0% + City of Woodland Park 3.00%). Woodland Park is a home-rule city and self-collects its own sales tax; the City's own Sales & Use Tax Information page states: "City of Woodland Park Sales/Use Tax Rate Sales Tax 3.00% Use Tax 1% Lodging Tax 5.7%." Teller County's own Sales Tax Information page states the county sales tax rate is 1%. CO DOR DR 1002 (rev. 2019/2020 vintage) is stale for the city component -- it lists Woodland Park under "Home Rule Cities For Which The State Does Not Collect Local Sales Tax" at 4.09%, a figure superseded by the city's own current page -- so the city component is taken from the City's own page rather than DR 1002. Re-verified 2026-08-27 against the January 2026 edition of Colorado Department of Revenue form DR 1002, read from a rendered image of its tables rather than from extracted text: the state, county and city figures above match that edition exactly. Where the text above names the June 19, 2019 revision of DR 1002, that describes the edition the figure was originally taken from and is not a current citation.
