Adopted code
By Ordinance No. 2323 (enacted 10/11/2022), the City of Euless adopted by reference the 2021 editions of the International Residential Code, International Building Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, International Energy Conservation Code, and International Property Maintenance Code, together with the 2020 edition of the National Electrical Code, each subject to local amendments in Chapter 14 of the Code of Ordinances. The Residential Code (IRC 2021) is administered and enforced by the office of the building official.
Impact-resistant roofing
Not required — Euless "International Residential Code Amendments, 2021" (Ch. 14 code amendments, Ord. No. 2323) runs 15 pages, from R101.1 through the plumbing sections. The amended R902.1 "Minimum Roof Class" requires "Class A, B, or C roofing... however, individual replacement shingles shall be a minimum Class C" -- FIRE classification. R907.1 (reroofing) was amended only to cross- reference R902.1. The only place the word "impact" appears in the document is M1307.3.1 "Protection from impact", a mechanical-code appliance provision unrelated to roofing. No UL 2218 or Class 4 provision exists.
Wind design criteria
Table R301.2(1), Climatic and Geographic Design Criteria, as amended by the City's 2021 IRC local amendments: Ground snow load 5 lb/ft2; Wind Design Speed 115 mph (3-sec-gust) / 76 mph (fastest mile); Seismic Design Category A. This amended table does not carry separate Topographic Effects, Special Wind Region, or Windborne Debris Zone columns/cells (only Ground Snow Load, Wind Design Speed, and Seismic Design Category are given in the amended table as printed). Ice barrier underlayment required: No; Flood hazard: local code; Weathering: moderate; Frost line depth 6"; Termite: very heavy.
Sales & use tax
8.25% combined (6.25% state + 1.75% City of Euless + 0.25% Euless Crime Control and Prevention District), the Texas local-rate cap. Texas collects no construction use tax at building-permit issuance; use tax, when owed, is self-assessed by the purchaser and remitted directly to the Comptroller's office rather than collected by a city or county permit office (Comptroller Use Tax guidance, comptroller.texas.gov/taxes/sales/use-tax.php). Under Comptroller guidance for real property repair and remodeling, "Labor to repair, remodel, or restore residential real property is not taxable"; on the lump-sum contract typical of residential re-roofing, "you pay tax on all your supplies, materials, equipment, and taxable services when you buy them. You don't charge your customer tax" (Comptroller Pub. 94-116, Real Property Repair and Remodeling, comptroller.texas.gov/taxes/publications/94-116.php) -- so the combined rate above is the roofer's own cost basis on materials purchased, not a rate charged to the homeowner.
