Provide drip edge metal at eaves and gable ends. Eave and gable drip edge metal shall extend a minimum of 2 inches onto the roof surface and 1½ inches over the exposed decking edge."

The City's "Roofing Requirements" document (effective July 1, 2026, current 2024 IRC/IBC adoption per Ordinance No. 1337) quotes R908.4 Roof re-cover in full: installation of a new roof covering over an existing roof covering is permitted only where the new covering is installed per the manufacturer's approved instructions; where a complete, separate roofing system (e.g. standing-seam metal) transmits roof loads directly to the structure without relying on the existing roof for support; where metal panel, metal shingle, or concrete/clay tile is installed over existing wood shake per R908.4.1; or where a new protective roof coating is applied over an existing protective coating, metal panel, metal shingle, or mineral foam roofing system. Roofs not meeting one of these conditions require tear-off. Base-code rule, read at 2024 IRC Section R908.4 (Roof recover), Exceptions and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering" (nor where the existing covering is water soaked or deteriorated, or is slate, clay, cement or asbestos-cement tile). One existing layer may therefore be recovered; a second existing layer forces tear-off to the deck.
