Chapter 10, Article 22 of Pierre's Revised Ordinances requires a residential contractor's license before anyone may "undertake or offer to undertake Residential Building Construction within the jurisdiction of the City of Pierre including the extra-territorial area." The article's definition of "Residential Contractor" expressly names "shingling" among the covered trades, alongside general carpentry, siding, window/door installation, and others - so roofing contractors are within scope. The city's adopted Residential Code (Chapter 11, Article 4, Section R105.1) cross-enforces this: "no person or firm shall be issued a building permit for residential buildings ... until that person or firm has been issued a residential contractor's license as required by Chapter 10, Article 22." Annual licensing requires: proof of general liability insurance of at least $300,000, proof of workers' compensation insurance, a valid South Dakota contractor's excise tax license on file, a South-Dakota-resident agent on record, and a minimum of two hours of continuing education annually approved by the City of Pierre Building Department. Licenses expire December 31 of the issuing year. Exemptions exist for employees under direct supervision of a licensed contractor, licensed tradespeople working within their own trade, and an owner-occupant acting as their own general contractor on their own home (limited to one home per two years, with a one-year occupancy requirement). South Dakota itself licenses no general or roofing contractor at the state level - the state's Department of Labor and Regulation's occupational boards (Abstracters, Athletic, Accountancy, Barbers, Technical Professions, Cosmetology, Electrical, Plumbing, Real Estate) do not include a contractor board - so this city-level license is the operative trade credential for a roofer working in Pierre.
Permit process note
Building permit applications and status are managed through Pierre's online portal at pierresd.portal.opengov.com (linked from the city's Building Permits page). A homeowner may apply for a permit on an owner-occupied structure; otherwise the owner's representative or a licensed residential contractor applies with the property owner's approval. Working before a permit is obtained subjects the person to an additional penalty fee (a $50.00 minimum, up to double the permit fee), and possible legal or civil proceedings. Small projects may take 2-4 days for review; larger projects 1-4 weeks depending on complexity.
Inspection requirements
The city's Inspections page states it is the duty of the permit holder or their agent to notify the building official 24 hours in advance that work is ready for inspection, and the duty of the person requesting the inspection to provide access. Work may not proceed beyond the point covered by each successive inspection without the building official's approval, and any portion that does not comply must be corrected before it is covered or concealed. Inspections can be scheduled by logging into the online permit portal or by calling Building Inspector Shane Lehrkamp directly at 605.280.8389; inspections completed on a legal holiday incur a fee. The city's general residential inspection sequence is Setbacks, Footing, Foundation Wall, Interior Concrete Slab, Framing, Mechanical & Gas, Drywall/Sheetrock, and Final - no inspection stage specific to roofing/re-roofing work is separately named.
Adopted code
CITY-SET, not state-mandated. The City of Pierre has adopted the 2018 International Residential Code by name at Chapter 11, Article 4, Section 11-4-101 of its Revised Ordinances ("Adoption of International Residential Code"), with the city's own amendments, insertions, deletions and changes set out in Section 2 of that article (most recently sourced to Ord. No. 1823, 2021). The same chapter separately adopts the 2018 International Building Code (Article 1), the 2018 International Fire Code, 2018 International Fuel Gas Code, 2018 International Mechanical Code, and 2018 International Property Maintenance Code (all cross-referenced within Article 4's electrical/ plumbing/fire/mechanical sections), and the 2021 International Existing Building Code (Article 9). Electrical work follows the National Electrical Code as adopted by the South Dakota State Electrical Commission, and plumbing follows the Uniform Plumbing Code as adopted by the South Dakota State Plumbing Commission - both administered at the state level rather than adopted independently by the city. Context: this is a local adoption made under South Dakota's local-option framework (SDCL ch. 11-10; 11-10-12 for residential structures) - South Dakota has no single mandatory statewide residential building code, so the edition in force in Pierre is the city's own choice.
Drip edge
Required — I read the City of Pierre's Chapter 11, Article 4 (Residential Code adoption ordinance) in full (14 pages, Parts I through VIII). Its "5. ROOFS" section amends only Section R905.1.2 (Ice Barrier); it does not touch the base 2018 IRC's drip-edge provision at R905.2.8.5, so that base-code provision requiring drip edge at eaves and rakes for asphalt shingle roofs applies unmodified in Pierre.

Required — The city's Chapter 11, Article 4 amends Section R905.1.2 (Ice Barrier) directly: "In areas where there has been a history of ice forming along the eaves causing a backup of water as designated in Table R301.2(1), an ice barrier shall be installed for asphalt shingles, metal roof shingles, mineral surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes," extending "at least 24 inches inside the exterior wall line" on roofs under 5:12 pitch and 36 inches on roofs 5:12 or steeper. The article's own Table R301.2(1) climatic and geographic design criteria table sets "Ice Barrier Underlayment Required: Yes" for Pierre.

Mid-roof inspection
Not required — I read the City of Pierre's own Inspections page in full, which enumerates the city's complete residential inspection sequence: Setbacks, Footing, Foundation Wall, Interior Concrete Slab, Framing, Mechanical & Gas, Drywall/Sheetrock, and Final. Its "Framing" inspection description states it is made "after roof, all framing, fire blocking and bracing are in place," but no separate mid-roof, roof-deck, dry-in, or sheathing-specific inspection distinct from Framing and Final is named anywhere on the page for roofing work.
Impact-resistant roofing
Not required — I read the City of Pierre's Chapter 11, Article 4 (Residential Code adoption ordinance, all 14 pages) in full, including its "5. ROOFS" section and its full list of amended, added, and deleted sections. No provision addresses impact resistance, and neither "UL 2218" nor "Class 4" appears anywhere in the document. The only roof-covering amendment in the article is the Section R905.1.2 ice-barrier requirement.
Repair permit threshold
Pierre sets no dollar-value threshold below which a roofing permit is not required; instead its permit exemption is scoped by area and material match. Section R105.2 of the city's adopted Residential Code (Chapter 11, Article 4) exempts from permit only "replacement or repair of similar roofing material not exceeding 100 square feet in area" - a full re-roof of an ordinary house, which exceeds 100 square feet, is not exempt and requires a permit. Where a permit is required, the city's fee schedule sets a flat fee rather than a value-based one for roofing: the "Miscellaneous Permit & City Services Fees" table lists "Maintenance (Residing, reroof, windows or door replacement) $50.00," a flat charge that does not vary with the value of the work.

The city's Chapter 11, Article 4 sets its own Table R301.2(1) Climatic and Geographic Design Criteria, which lists "Wind Speed: 115 mph" for Pierre, alongside Ground Snow Load 40 psf, Seismic Design Category A, Weathering Severe, Frost Line Depth 42 inches, Winter Design Temp -10 F, and "Ice Barrier Underlayment Required: Yes."

Sales & use tax
South Dakota taxes roofing work as a realty improvement under the contractors' excise tax rather than as a retail sale of the finished job, so the rate that governs a Pierre roofing contract is the state contractors' excise tax: SDCL ch. 10-46A imposes a 2% excise tax on the gross receipts of contractors for construction services and realty improvements (the "construction, building, installation, or repair of a fixture to real property"), and the state Department of Revenue's own page also notes contractors separately owe "state and applicable municipal sales or use tax" on materials furnished for a project where sales or use tax was not already paid - a municipal component layered on top of the 2% state excise tax. This excise-tax regime is statewide and applies in Pierre identically to everywhere else in South Dakota; it is also why Pierre's own residential contractor's license (Chapter 10, Article 22) requires proof of a valid South Dakota contractor's excise tax license on file with the city before a license is issued.
