Fayetteville's Building Safety Division is part of the Development Services Department, located at the Development Services Building, 125 West Mountain Street, Fayetteville, AR 72701 (479-575-8238; office hours Monday-Friday 8 a.m.-5 p.m.; inspection hours Monday-Friday 7:30 a.m.-4:30 p.m.). Permit applications, plan submittals and payments for Planning, Engineering, Building Safety, Fire Marshal and Business Licensing go through the city's online Civic Access(TM) portal (questions: 479-575-8233); the city also operates a "Same Day Permit" program under which qualifying projects submitted before 2 p.m. are routed for same-day processing and review. Arkansas Fire Prevention Code (AFPC), Volume III, 2021 Edition (based on the 2021 International Residential Code), adopted statewide by the State Fire Marshal under Ark. Code Ann. § 12-13-105 - Arkansas is a FLOOR state, not a ceiling: AFPC Chapter 1 Administration, [A] 101.2.2, provides "Each district, county, municipality, or other political subdivision of this state shall only adopt and enforce the provisions of the Arkansas Fire Prevention Code, 2021 Edition. None of these amendments touches Table R301.2(1), wind design speed, ground snow load, ice barrier, roof-covering layer limits, drip edge, or impact resistance (see those fields for the ABSENT/negative findings).

Not required — Fayetteville's Building Safety Division page lists only general inspection scheduling practice ("A minimum of one day's prior notice is required to request an inspection. Scheduling is based on availability.") and no roofing-specific or mid-roof/dry-in inspection stage is named on that page or anywhere in Unified Development Code Chapter 173, which was read in full. Because Fayetteville additionally exempts routine residential reroofing from the building-permit requirement altogether (§ 173.02(B)(7)), a permit-triggered mid-roof inspection would not arise for the ordinary residential reroof case in any event.

STATE LAYER: Arkansas amends nothing in the IRC's roofing chapters (Chapter 8, Roof-Ceiling Construction, and Chapter 9, Roof Assemblies - both printed "No Changes" in the state's own 2021 AFPC rules-change document) or in Table R301.2(1), so the base, unamended 2021 IRC controls at the state level and Arkansas prints no statewide impact-resistance mandate. CITY-SPECIFIC, and unusually permissive - no dollar or area threshold at all. City of Fayetteville Unified Development Code § 173.02(B)(7), verbatim in full: "Reroofing. Reroofing of existing residential dwelling units including detached garages and portable buildings shall not require a permit. However, the project is not exempt from meeting all code requirements."
