The Building Inspections Division states that "all new permits submitted after January 1, 2026 will be reviewed using" the 2024 International Building Code, the 2024 International Residential Code, the 2024 International Mechanical Code, the 2024 International Fire Code, the 2024 International Existing Building Code, the 2024 Uniform Plumbing Code, the 2023 National Electrical Code and the 2012 International Energy Conservation Code. That cutover date has passed, so a roofer working a Mason City job today is on the 2024 residential code. The division notes the Uniform Plumbing Code entry was updated April 30, 2025 and the National Electrical Code entry July 1, 2025. That entry is the operative act rather than a description of the weather: note h to the table directs a jurisdiction to fill the column in with "YES" where there has been a history of local damage from the effects of ice damming, and the roof covering sections of the adopted code condition their ice barrier requirements on that designation. The Manual J design criteria rows of the same form are left unfilled. Two of these figures are worth a roofer noticing because they are at the severe end for Iowa and they drive detailing rather than paperwork: the 48 inch frost line depth and the 40 psf ground snow load are both greater than the values published by the Iowa cities further south in this reference.

Under section 423.2(1)(b)(1), materials sold to a contractor "for the erection of buildings and other structures or for the reconstruction, alteration, expansion, or remodeling of buildings and other structures are retail sales of tangible personal property," on which the contractor pays the tax as consumer, while materials sold "for use in repairs to or for installation in existing buildings and other structures are purchases for resale." So a job characterised as a repair carries taxable labour and resale-purchased materials, and a job characterised as reconstruction or remodeling carries exempt labour and taxed materials. Which branch a particular tear-off and replacement falls into is a fact-specific question the statute does not answer, and it changes who owes the tax rather than only how much, so settle it with an accountant rather than assume it.
