As of January 9, 2024 the city states "we have transitioned to MyGov for all permitting and contractor licensing." Residential building permit submissions must include an HVAC plan analysis, braced wall line drawings with calculations, a complete site plan showing easements and distances from the structure to property lines, full construction drawings (floor plan, elevations, wall/footing/slab details), a certificate of liability insurance, workers' compensation insurance if applicable, a completed water service form, and (where applicable) an Oklahoma DEQ OKR10 permit.

Bixby's Code of Ordinances, Title 9 (Building and Construction Regulations), Sec. 9-2-2 adopts "the International Building Code, 2018 Edition (IBC), as published by the International Code Council (ICC), as amended and revised by the Oklahoma Uniform Building Code Commission (OUBCC), including Appendices C, E, H, I, J, K and N" as the building code of the city.

Not required — Bixby Code of Ordinances, Title 9 (Building and Construction Regulations), Chapter 2, Sec. 9-2-4 "Adoption of Residential Code" (Ord. 2201, 11-14-2016; amended by Ord. No. 2483, § 2, 10-28-2024) adopts the International Residential Code, 2018 Edition, as amended and revised by the Oklahoma Uniform Building Code Commission (OUBCC). Sec. 9-2-5 "Amendments to Residential Code" restates the city's IRC 2018 Chapter 9 Roof Assemblies amendments in full: R905.2.1 Sheathing Requirements, R905.2.8.5 Drip Edge, and R908.3.1.1 Roof Re-Cover. No other Chapter 9 section is touched, and no provision anywhere in Sec. 9-2-5 addresses UL 2218, Class 4, or impact resistance. The statewide OUBCC IRC 2018 Permanent Rule (OAC 748:20-6-14, "IRC 2018 Chapter 9 Roof Assemblies," 13 modifications), which Bixby's adoption incorporates by reference and which the city restates in part, likewise contains no UL 2218, Class 4, or hail-impact provision.

"R908.3.1.1 Roof Re-Cover - OUBCC Amendatory. ... 'R9083.1.1 Roof Re-Cover. A roof re-cover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering. 4. Where the existing roof has one or more application of asphalt shingles additional applications of asphalt shingles shall not be permitted.'" (Bixby Code of Ordinances, Title 9, IRC 2018 Chapter 9 Roof Assemblies -- the section number is misprinted "R9083.1.1" in the ordinance text itself and is quoted here as published.)

"R905.2.1 Sheathing Requirements - OUBCC Amendatory. This section has been modified to clarify solidly sheathed decking should be in accordance with section R803 or to the asphalt shingle manufacturer's installation instructions. This section has been modified to read: 'R905.2.1 Sheathing Requirements. Asphalt shingles shall be fastened to solidly sheathed decks in accordance with section R803 or to the asphalt shingles manufacturer's installation instructions.'" (Bixby Code of Ordinances, Title 9, IRC 2018 Chapter 9 Roof Assemblies.) Note that this wording differs from Tulsa's, Broken Arrow's, and the current statewide OUBCC text (the 2022-09-14 OUBCC IRC 2018 Permanent Rule), which instead define "solidly sheathed decks" as "sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)." Bixby's ordinance contains no such definition sentence at all, so confirm with the Bixby building department which wording an inspector will apply.

Bixby's own city sales tax rate is 4.05% everywhere, but the COMBINED rate varies by county because Bixby's corporate limits cross a county line: the OTC rate chart lists Bixby under two separate jurisdiction codes, COPO 7203 (Tulsa County) and COPO 7316 (Wagoner County), both at the same 4.05% city rate. Combined: 8.917% for a Bixby address in Tulsa County (state 4.5% + city 4.05% + Tulsa County 0.367%); 10.1% for a Bixby address in Wagoner County (state 4.5% + city 4.05% + Wagoner County 1.55%).
