The City's Inspection and Zoning Department enforces building, electrical, energy, mechanical, plumbing and gas codes and issues construction permits. Pine Bluff adopts the statewide residential floor code by its own city ordinance rather than leaving it to state law alone. City of Pine Bluff Code of Ordinances Sec. 10-51 (Chapter 10, Fire Prevention Codes and Standards) expressly adopts "the 2021 edition of the Arkansas Fire Prevention Code (inclusive of the 2021 International Fire Code, 2021 International Building Code, and the 2021 International Residential Code)," and the City's own Inspection & Zoning Department webpage independently corroborates the same three-volume 2021 AFPC adoption. Separately, the City's Chapter 7, Article III adopts the 2021 International Existing Building Code for building-code administration and permit fees. Pine Bluff also maintains its own downtown historic district; a certificate of appropriateness from the Pine Bluff Historic District Commission is required before a restoration, rehabilitation or demolition permit issues for property within that district (see permit_process_note) - a historic-preservation design-review requirement, not a roofing-material or impact-resistance mandate.

(the Arkansas Residential Roofers Registration Law) requires, verbatim, at § 17-25-603(a): "A person shall not act as a roofing contractor after July 1, 2021, unless a person is: (1) Granted a roofing contractor registration certificate by the Residential Contractors Committee; or (2) Exempt from certification under this subchapter." Operating without one is, per § 17-25-603(b), "upon conviction guilty of a Class A misdemeanor with each day in violation of the requirement to constitute a separate offense." To obtain the certificate, § 17-25-604(d) requires "(1) A surety bond in the minimum amount of fifteen thousand dollars ($15,000); (2) Proof of workers' compensation coverage as required under § 11-9-401 et seq.; and (3) Any other information required by the committee." The certificate expires one year after issuance and the fee is capped at $100 (§ 17-25-609). This roofing-specific registration is a distinct regime from Arkansas's general residential building contractor license (Ark. Code Ann. § 17-25-501 et seq.), which expressly exempts roofing contractors at § 17-25-513(6): "A person or entity performing work as a roofing contractor as defined under § 17-25-601 et seq." is exempted from that general subchapter's licensing requirement. CITY LAYER: Pine Bluff Code of Ordinances Chapter 13 (Licenses, Taxation and Miscellaneous Business Regulations), Article III (Privilege Tax) was read in full and contains no privilege-tax or business-license category specific to roofing contractors; its only contractor cross-reference is to electrical contractors (Chapter 7, Article IV). No separate Pine Bluff roofing-contractor registration or business-license requirement was found beyond the state layer.
