Sec. 5-1002 "Registration; Fine": "A person may not engage in the business nor act in the capacity of a roofing contractor within the city ... without a valid registration as provided in this chapter," punishable on conviction by a fine of up to $500.00. Sec. 5-1004 requires the applicant to attach "a valid approved state registration" to the city application, plus a certificate of liability insurance of "not less than $500,000.00" and proof of workers' compensation coverage (or an exemption affidavit). Registration expires annually on June 30 (Sec. 5-1007/5-1009), with a 30-day grace period, suspension for non-renewal by August 30, and revocation the following January 1 if still unrenewed. Sec. 5-1008 exempts: a property owner physically performing roofing work on his own residential/farm dwelling without a registered contractor's help; government employees acting in that capacity; and material/product suppliers who do not install. Sec. 5-1001's definitions separately exempt a "handyman ... who does not perform more than two roofing jobs per year." The ice barrier shall consist of not fewer than two layers of underlayment cemented together, or a self-adhering polymer modified bitumen sheet shall be used in place of normal underlayment and extend from the lowest edge of the roof surface. Exception: Detached accessory structures not containing conditioned floor area." That local text sets the valley trigger and specifies the underlayment method (two cemented layers, or a self-adhering membrane) but does not separately restate a roof-pitch-change trigger. Section 5-204 separately adds a 12-item "adoption of residential wind code for one-to-two family dwelling," covering roof and wall sheathing fastening schedules, framing connections, hurricane clips or framing anchors at rafter-to-wall connections, and a requirement that garage doors be rated to 135 mph wind or greater -- structural wind-resistance measures, not a roof-covering material or impact-resistance standard. Section 5-202's 40-plus item amendment list to the International Building Code does not touch IBC Chapter 15 (Roof Assemblies) either. No UL 2218, Class 4, or impact-resistance provision appears anywhere in the ordinance; its only appearance of the word "hail" is in Section 5-251's definition of awnings, carports, and patio covers as structures providing shelter "from the sun, rain, snow, sleet or hail," which does not concern roof covering material. Roof layer limit / recover
City of Moore Municipal Code Sec. 5-204 (Adoption of the International Residential Code; Ord. No. 1039.23, 12-18-2023, and predecessor amending ordinances back to 1990), read in full, does not amend Chapter 9 (Roof Assemblies) of the adopted 2018 IRC beyond its one Chapter 9 amendment to R905.1.2 (ice barriers) -- no R908 provision appears anywhere in its amendment list. The operative text for roof re-cover is therefore the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule (OAC 748:20-6-14(13)), which amends R908.3.1.1 Roof re-cover to read: "A roof re-cover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering. 4. Where the existing roof has one or more application of asphalt shingles additional applications of asphalt shingles shall not be permitted."
Deck & sheathing requirements
City of Moore Municipal Code Sec. 5-204, read in full, does not amend R905.2.1 (its only Chapter 9 amendment touches R905.1.2, ice barriers), so the operative sheathing text is the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule (OAC 748:20-6-14(2)), which amends R905.2.1 Sheathing requirements to read: "Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)."
