The building permitting authority for the City of Cheyenne, Wyoming (Laramie County). The Building Permitting & Licensing Division issues construction permits and provides plan review and inspection for building, plumbing, mechanical and electrical work inside the city limits; permitting and contractor licensing run entirely through the city's OpenGov portal.

Licenses are issued through the OpenGov portal, and "Company licenses come ONLY in pairs you will need a Company license AND an Individual Qualified Supervisor license."
Permit process note
Re-roofing is not among the work exempt from permit under IRC Section R105.2 as adopted and amended by Cheyenne City Code Section 15.10.020. The Building Division states: "THE CITY OF CHEYENNE BUILDING DIVISION IS NOW 100% ONLINE FOR ALL LICENSES AND PERMITS. APPLICATIONS AND INSPECTIONS ARE APPLIED FOR THROUGH THE OPENGOV PORTAL." Permit fees are valuation-based per City Code Section 15.08.030 (plan review, where required, adds 65% of the permit fee).

2024 IRC (City Code Section 15.10.010), 2024 IBC (Section 15.08.010) and 2024 IEBC (Section 15.09.010), each adopted by Ord. No. 4613 of February 24, 2025, with 2024 IPC/IMC/IFGC, the 2023 NEC and the 2018 IECC alongside, as listed on the Building Division's "ICC 2024 Building Codes" page.
Drip edge
Required — Required by IRC Section R905.2.8.5 (drip edge at eaves and rakes of shingle roofs) under the 2024 International Residential Code adopted by City Code Section 15.10.010. The city's IRC amendment list (Section 15.10.020) touches Chapter 9 only at Section R908.4 (roof recover) and leaves the drip-edge provision in force as written.

Ice & water shield
Required — City Code Section 15.10.020(L) amends IRC Table R301.2(1), Climatic and Geographic Design Criteria, to state "ICE BARRIER UNDER LAYMENT REQUIRED: YES" for the City of Cheyenne. That designation triggers IRC Section R905.1.2: the ice barrier must extend from the lowest edges of all roof surfaces to a point not less than 24 inches inside the exterior wall line of the building. The same amended table lists WEATHERING: Severe.

Impact-resistant roofing
Not required — The city's complete IRC amendment list (City Code Section 15.10.020, subsections A through BB, as amended through Ord. No. 4613 of 2-24-25) and IBC amendment list (Section 15.08.020) were reviewed in full: neither amends IRC Section R905.2.4 or imposes any impact-resistance, Class 4 or UL 2218 shingle requirement. The only roof-covering amendment is the R908.4/1512.2.1.1 tear-off rule, which cites the city's moderate hail exposure without mandating impact-resistant products.
Wind design criteria
City Code Section 15.10.020(L) amends IRC Table R301.2(1) to set "WIND SPEED: 115 (Vult) mph" with no special wind region and no wind-borne debris zone, plus GROUND SNOW LOAD 30 psf. For the IBC, Section 15.08.020(O) amends Section 1609.4 to state: "The exposure category for the City of Cheyenne is Exposure C."
Roof layer limit / recover
Full tear-off is required over existing asphalt shingles. City Code Section 15.10.020(R) amends IRC Section R908.4 by deleting item 3 and re-creating it to read: "Where the existing roof has one or more applications of asphalt shingles as the City of Cheyenne is considered to be in an area subject to moderate hail exposure" -- i.e. roof recover is not permitted once an asphalt-shingle layer exists. The commercial mirror is Section 15.08.020(M), which recreates IBC Section 1512.2.1.1 Exception 3 with the same moderate-hail-exposure language.
Deck & sheathing requirements
Decking replacement is scope-limited by contractor license class: a C1 General roofing or C1 Shingles contractor "may replace up to 2 separate areas of decking not to exceed 64 sq ft of area per roof plane and not to exceed 256 sq ft per roof without approval from the Building Official. When replacing in excess of 256 sq ft of roof decking, or complete redecking of the roof structure, a C1 framing license will be required to complete the work" (Contractor Licensing Regulations Sections 18.6-18.7, Rev 03/10/2026).
Sales & use tax
5% total sales/use tax in Laramie County (4% state + 1% general purpose county option), per the Wyoming Department of Revenue Excise Tax Division rate chart effective 07/01/2026 and unchanged on the 10/01/2026 chart. Note for older worksheets: this is a decrease from the 6% Laramie County rate charged in prior years.
