The deck is therefore examined from inside the attic after the covering is on, which is the opposite of a mid-roof inspection taken from above before the covering is applied. The handout is signed by Chad Bettles, Inspection Department, dated May 5, 2016 and marked "Rev.6-10-16." Nothing in the City's codified residential construction article creates a roofing inspection either: it amends IRC Section R109 only at R109.3.3 (floodplain), and its only Chapter 9 amendment adds Section R908.7 Reroof decking, which is a materials requirement - "1 X boards or lumber, used as roof decking shall be covered by a minimum of 7/16 inch oriented strand board (osb) or other approved material conforming to roof covering manufacturers requirements" - and not an inspection.
