Required — PPRBD reroof guidelines: "Elevations of the property is listed on the permit receipt. Properties that are above 7,000 ft. elevation require an ice barrier to be installed. This barrier shall consist of not fewer than two layers of underlayment cemented together, or a self-adhering, polymer-modified bitumen sheet, and shall extend from the eave's edge to a point of at least 24 inches inside the exterior wall line of the building." Confirmed by PPRBD homeowner FAQ: "If the elevation on the property is more than 7,000 feet, ice and water shield is required. If it is below 7,000 feet in elevation, it is not required." Trigger is per-property elevation (shown on the permit receipt), not a town-wide rule.
About ice & water barrierMid-roof inspection
Required — PPRBD reroof guidelines: "Typical asphalt roofing materials and Direct-To-Deck metal shingles on residential homes do not require a mid-roof inspection." Tile roofs DO require one: PPRBD homeowner FAQ states "A tile roof requires a mid-roof inspection as well as a final inspection," and the guidelines describe a dedicated "roof dry-in inspection... (Tile Roof) (BTR)" performed after underlayment/battens/ flashing are in place and before tile is stocked or installed. So: not required for standard asphalt or direct-to-deck metal reroofs; required for tile roofs only.
Impact-resistant roofing
Not required — The Town adopts the Pikes Peak Regional Building Code, 2023 Edition, by reference (Ordinance No. 05-2023, April 17, 2023, codified at Monument Municipal Code ch. 15.04), and the Pikes Peak Regional Building Department administers it. Both instruments were reviewed in full: the Town's ordinance makes a single amendment, to the permit fee schedule, and the Regional Code's residential roofing amendments (2nd Printing, in force since June 30, 2026) cover roof drainage, underlayment, face nailing, roof dead load, roof replacement and roof-recover. Neither contains an impact-resistance or UL 2218 Class 4 requirement, and IRC Section R905.2.4 is not amended.
Repair permit threshold
"It is violation of Code for any person to contract or perform reroofs (for repairs more than 100 square feet) without a license unless you own the residential property AND it is your primary residence. Any repair or replacement work done over 100 sq. ft requires a permit whether a licensed contractor or homeowner is performing the work." (2023 PPRBC Section 105.2.1, Item 14)

Roof layer limit / recover
"Section R908.3.1 Roof-recover. Delete." (RBC303.4.73) -- the IRC's roof-recover allowance is removed from the adopted code, so full tear-off of existing roof coverings is required for asphalt shingle re-roofs. Two exceptions added to R908.3 Roof Replacement (RBC303.4.72): complete/separate roofing systems such as standing-seam metal that transmit roof loads directly to the structure without relying on the existing roof for support do not require removal of existing coverings; and metal panel, metal shingle, or concrete/clay tile coverings may be installed over existing wood shake roofs per Section 908.4.
Deck & sheathing requirements
"Asphalt shingles shall be fastened to solidly sheathed decks" (IRC Section R905.2.1 / IBC Section 1507.2.1). Per PPRBD's official interpretation, "solidly sheathed" is defined as a maximum joint width not to exceed 1/4 inch (0.25 inch) between wood structural panels -- since the code text itself does not set a maximum joint width, PPRBD adopted the 1/4" cap to account for shrinkage and construction tolerances. Interpretation effective 12/16/2011, updated 5/31/2023 for the 2023 PPRBC and 4/12/2024.
Sales & use tax
7.63% combined (state 2.9% + El Paso County 1.23% + town 3.5%); Monument is excluded from the 1% Pikes Peak RTA district that applies elsewhere in El Paso County. Home-rule, self-collected. The town's construction-materials use tax is 2%, paid as a deposit at building/right-of-way permit issuance (on 100% of declared material cost, or a 50%-of-valuation estimate), and reconciled against actual costs afterward.
