Adopted code
The City of Monte Vista has adopted the 2018 International Building Code (IBC), 2018 International Residential Code (IRC), 2018 International Mechanical Code (IMC), 2018 International Energy Conservation Code (IECC), 2018 International Fire Code (IFC), 2018 International Property Maintenance Code (IPMC), and 2018 International Existing Building Code (IEBC), along with the 2023 National Electrical Code (NEC) and the 2021 International Plumbing Code (IPC) and International Fuel Gas Code (IFGC).
Drip edge
Required — Not separately amended by the City of Monte Vista. Municode Chapter 14 (Building Regulations), Article 3 (International Residential Code), Sec. 14-3-30 ("Amendments") was read in full -- a textually exhaustive, lettered (a) through (y) list -- and does not delete or modify Section R905.2.8.5, so the base 2018 IRC drip-edge requirement stands as adopted code. Sec. 14-3-10(b) separately states: "No building shall be hereafter constructed, erected, enlarged, altered or moved into the City of Monte Vista unless the same shall, as to design, construction, quality of materials and workmanship, conform with the IRC, as adopted and as amended." About drip edge
Impact-resistant roofing
Not required — The City of Monte Vista adopts the 2018 International Building Code, the 2018 International Residential Code, the 2018 International Mechanical Code, the 2018 International Energy Conservation Code and the 2018 International Existing Building Code at Monte Vista Municipal Code Chapter 14, Building Regulations, Section 14-1-10, by Ordinance No. 919 adopted May 18, 2023 and effective June 30, 2023. The City's own building pages state the same 2018 editions, and the codified chapter carries no later adopting ordinance, so the codified text is the edition in force. Chapter 14 was reviewed in full, including the building code amendments at Section 14-2-30 and the residential code amendments at Section 14-3-30 in their entirety. The building amendments are confined to inserting the City's name and enlarging the permit exemption for detached tool and storage sheds to 200 square feet. The residential amendments are administrative or wholesale deletions of the energy, fuel gas, plumbing and electrical chapters, together with deletion of the automatic fire sprinkler requirement at Section R313.2 and a local amendment to Table R301.2(1). Neither amendment list reaches Chapter 9, Roof Assemblies, and the chapter contains no roof covering requirement of any kind, no impact resistance requirement and no reference to UL 2218 or Class 4 roof coverings.
Sales & use tax
8.5% combined (state 2.9% + Rio Grande County 2.60% + City of Monte Vista 3%; no RTD/SCFD or RTA district applies). Monte Vista is state-collected: the January 2026 DR 1002 prints its city row at 3%, and prints Rio Grande County at 2.60% with the footnote "Rate includes 0.6% Health Service District tax." This corrects an earlier 7.5% figure built on the 2% city rate printed in the June 2019 edition. The City's own Finance and Building Permits pages do not separately state a sales-tax rate or claim self-collection.
