Required — Teller County Building Code, Table R301.2(1) item 8 states: "ICE BARRIER UNDERLAYMENT REQUIRED: An ice barrier is required in Teller County for heated structures and shall be installed per Sections: R905.1.2, R905.2.7.1, R9054.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1." The amended Section R905.1.2 states: "In all habitable and/or conditioned structures where there is a potential for ice forming along the eaves causing a backup of water as designated in Table R301.2(1), an ice barrier that consists of at least two layers of underlayment cemented together or of a self-adhering polymer modified bitumen sheet, shall be used in lieu of normal underlayment and extend from the lowest edge of all roof surfaces to a point at least seventy-two (72) inches past the inside of the exterior wall line of the building. All valleys shall be lined with the same ice barrier centered at eighteen inches (18) out from either side of the valley. The addition of electrical service to a detached accessory structure shall not trigger this requirement." About ice & water barrier
Impact-resistant roofing
Not required — The Teller County Building Code was read in full, including each adoption article and every amendment list it carries. Article III adopts the 2021 International Residential Code by reference and Article IV the 2021 International Building Code, together with the County's own amendments. The only amendments to Chapter 9, Roof Assemblies, are a new Section R903.2.3 restricting how close roof penetrations may sit to a valley, and an amendment to Section R905.1.2 and the parallel sections R905.4.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1 requiring an ice barrier in habitable and conditioned structures. Neither the adopted codes nor any County amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The Colorado Energy Office Statewide Building Code Adoption dataset, revised April 2, 2026, likewise reports a 2021 adoption for the County.
Wind design criteria
Teller County Building Code (effective 07/01/2023), Table R301.2(1) "Climatic & Geographic Design Criteria," amending the 2021 IRC: "2. WIND DESIGN, WIND SPEED: The ultimate wind speed for Teller County has been set at 115 MPH with an exposure of C, (Design Professionals shall be allowed to base their designs on one of the other two categories, based on their review of the site and data analysis). As Teller County falls in the Special Wind Region of the map, Design Professionals, contractors, and owner builders shall follow the requirements in accordance with ASCE 7, Section 6.5.4." The same table also sets: "1. SNOW LOAD: Ground snow load shall be 57 psf and roof snow load shall be 40 psf for all structures in Teller County," Seismic Design Category "B," Weathering "SEVERE," minimum frost depth "30 inches," Termite "Slight to Moderate," Winter Design Temperature "0°F," Air Freezing Index "1500," and Mean Annual Temperature "40°F."
Roof layer limit / recover
Not separately amended by Teller County. The same ascending-order, section-by-section IRC amendments list in the Teller County Building Code (effective 07/01/2023) that amends Section R903 (Weather Protection) and Section R905.1.2 (Ice barrier) does not touch Section R907 or R908 anywhere, so the base 2021 IRC roof-recover / roof-covering-layer provisions stand as adopted code. Base-code rule, read at 2021 IRC Section R908.3.1.1 (Roof recover not allowed) and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering" (nor where the existing covering is water soaked or deteriorated, or is slate, clay, cement or asbestos-cement tile). One existing layer may therefore be recovered; a second existing layer forces tear-off to the deck.
Sales & use tax
3.9% for unincorporated Teller County outside the Ute Pass Regional Health Service District (state 2.9% + Teller County 1%), or 5.4% within the district. Per Colorado Department of Revenue form DR 1002 (rev. 06/19/19, updated semi-annually), Teller County's state-collected general county sales tax is listed at 1% (3.33% vendor service fee, exemptions A,B,C,K, use tax on motor vehicles), and DR 1002 separately lists a "Ute Pass Regional" Health Services District (HSD) rate of 0.50% covering "a portion of Douglas, Park and Teller County." The County's own Sales Tax Information page states a materially higher, current Ute Pass Regional Health Service District rate: "Ute Pass Regional Health Service District Sales Tax ... 1.5% (if within UPRHS district)," giving 2.9% + 1% + 1.5% = 5.4% total within the district; the county's own live page is treated as authoritative over DR 1002's older 0.50% district figure. Re-verified 2026-08-27 against the January 2026 edition of Colorado Department of Revenue form DR 1002, read from a rendered image of its tables rather than from extracted text: the state, county and city figures above match that edition exactly. Where the text above names the June 19, 2019 revision of DR 1002, that describes the edition the figure was originally taken from and is not a current citation.
