- license: STATE-LEVEL requirement, binding in Springdale as everywhere else in Arkansas - not a Springdale-specific credential. Ark. Code Ann. § 17-25-601 et seq. (Arkansas Residential Roofers Registration Law) provides, at § 17-25-603(a): "A person shall not act as a roofing contractor after July 1, 2021, unless a person is: (1) Granted a roofing contractor registration certificate by the Residential Contractors Committee; or (2) Exempt from certification under this subchapter." Violation is a Class A misdemeanor, each day a separate offense. Registration requires, per § 17-25-604(d): "(1) A surety bond in the minimum amount of fifteen thousand dollars ($15,000); (2) Proof of workers' compensation coverage ...; and (3) Any other information required by the committee." No dollar-value project threshold applies to the roofing subchapter itself; the only exemptions are owner-builder/owner-occupant self-work, a broader Contractors Licensing Board license already covering roofing, or roofing work that is 50% or less of a mixed-scope home-improvement project (§ 17-25-610). Certificates expire annually (§ 17-25-609(a)); fee capped at $100 (§ 17-25-609(b)). CITY LAYER: City of Springdale Code of Ordinances § 22-8 ("Certificate of registration for homebuilders") separately requires "residential building contractors" - defined there as contractors on "any project consisting of one but not more than four units of new construction for residential occupancy, when the cost of the project is $20,000.00 or more" - to submit "proof of a current residential building contractor's license issued by the residential contractors committee pursuant to the provisions of Ark. Code Ann. § 17-25-501 et seq." with each building-permit application. That statute is the GENERAL residential building contractor/home-improvement licensing subchapter (a different subchapter from the roofing-specific one), and its own exemption list, § 17-25-513(6), expressly excludes "[a] person or entity performing work as a roofing contractor as defined under § 17-25-601 et seq." from its scope. Springdale's § 22-8 registration therefore does not reach roofing contractors and imposes no additional city-specific roofing credential beyond the state roofing registration above.
Permit process note
Springdale's Building Department is located at 201 Spring Street, Springdale, AR 72764 (479-750-8154; hours Monday-Friday 8:00 a.m.-5:00 p.m., closed all city-observed holidays). The Department's own FAQ states: "A permit will be required when any construction work is conducted"; "If you are building more than 120 square feet or moving walls or doors, a building permit is required. Homeowners can obtain building permits and hire licensed contractors to perform the work. Homeowners can obtain a home repair permit, plumbing and mechanical permit to perform repairs or replace fixtures in a single family home." Inspections are requested by email to the building inspection division with the property address, inspection type, permit number, requested day (Monday-Friday) and a morning (7:30-11:30) or afternoon (12:00-4:00) preference; the Department notes a response is sent only if the requested date/time could not be accommodated. Building-permit-fee schedule (Code of Ordinances § 22-32(b), amending Section 109.2): "$1,000 and less: No fee, unless inspection required, in which case a $15.00 fee for each inspection shall be charged"; "$1,000 to $50,000: $15.00 for the first $1,000.00 plus $5.00 for each additional thousand or fraction thereof"; escalating brackets through "$500,000 and up: $1,660.00 for the first $500,000.00 plus $2.00 for each additional thousand or fraction thereof." Work begun without a required permit is charged double the applicable fee (§ 22-32(b)(d)). None of this fee/administration layer is roofing-specific; the substantive roofing rule is the rafters-vs-covering distinction drawn in the Building Department's own reroofing FAQ (see repair_permit_threshold).
Adopted code
Arkansas Fire Prevention Code (AFPC), Volume III, 2021 Edition (based on the 2021 International Residential Code), adopted statewide by the State Fire Marshal under Ark. Code Ann. § 12-13-105 - Arkansas is a FLOOR state, not a ceiling: AFPC Chapter 1 Administration, [A] 101.2.2, provides "Each district, county, municipality, or other political subdivision of this state shall only adopt and enforce the provisions of the Arkansas Fire Prevention Code, 2021 Edition. The AFPC 2021 Edition shall be the only foundation document available for modification by local jurisdictions should they choose to adopt more stringent provisions." The City of Springdale adopts the AFPC at Code of Ordinances § 22-31: "A certain document, three copies of which are on file in the office of the city clerk of the City of Springdale, being marked and designated as the 2021 Arkansas Fire Prevention Code as published by the International Code Council, Inc., be and is hereby adopted as the Building Code for the City of Springdale, Arkansas...with the additions, insertions, and deletions and changes prescribed in the following section of this article." Springdale's own amendments at § 22-32 are the complete, exhaustive list: a Section 1612.3 insertion naming the FIRM flood-map dates for "Benton County, Arkansas and Incorporated Areas, September 18, 1991 and Washington County, Arkansas and Incorporated Areas, December 20, 2000"; a rewritten Section 109.2 permit-fee schedule; a Section 1809.4 footing-depth minimum (18 inches); a rewritten Section 116 (Unsafe Structures and Equipment); a Section 3305.1 job-site sanitary-facility rule; and a new Appendix F (moving of buildings). None of these touches Table R301.2(1), wind design speed, ground snow load, ice barrier, roof-covering layer limits, drip edge, or impact resistance (see those fields for the ABSENT/negative findings).
Mid-roof inspection
Not required — The Building Department's own web page describes its general inspection-request process ("To request a building inspection, email the building inspection division... requested day of inspection (Monday - Friday), whether you prefer a morning or afternoon inspection") and names only a "final inspection" as the milestone gating Certificate of Occupancy issuance; no roofing-specific or mid-roof/dry-in inspection stage is named on that page or anywhere in Code of Ordinances Chapter 22, which was read in full. Because Springdale's own FAQ additionally states that a covering-only reroof needs no permit at all (see repair_permit_threshold), a permit-triggered mid-roof inspection would not arise for the ordinary residential reroof case in any event.
Impact-resistant roofing
Not required — Checked at both layers Springdale residential roofing actually runs through. STATE LAYER: Arkansas amends nothing in the IRC's roofing chapters (Chapter 8, Roof-Ceiling Construction, and Chapter 9, Roof Assemblies - both printed "No Changes" in the state's own 2021 AFPC rules-change document) or in Table R301.2(1), so the base, unamended 2021 IRC controls at the state level and Arkansas prints no statewide impact-resistance mandate. CITY LAYER: City of Springdale Code of Ordinances Chapter 22, Article II (Building Code) § 22-32 is the complete, exhaustive list of every amendment Springdale makes to the adopted AFPC Building Code (six items: flood-map insertion, permit-fee schedule, footing depth, unsafe-structures rewrite, sanitary-facility rule, and a moving-of-buildings appendix, all read in full) - grepped the entire chapter (Secs. 22-1 through 22-309) for "UL 2218" and "Class 4": zero matches. The chapter's only classification-type provision, Sec. 22-69 ("Underwriters' Laboratories, Inc., test results substantiating Class A, Type II rating"), is a FIRE classification requirement for insulation products under the energy-code article, not a wind/impact rating for roof coverings - confirmed by reading its context in full, a documented grep trap distinct from UL 2218/Class 4 impact resistance.
Repair permit threshold
CITY-SPECIFIC, drawn from a rafters-vs-covering distinction rather than a dollar or percentage figure. The City of Springdale Building Department's own website FAQ states, verbatim (typo "require" for "required" preserved exactly as published): "Do I need a permit to re-roof my home? Yes, commercial and residential structures require permits for re-roofing if you are changing rafters. The homeowner or contractor may obtain the permit. For re-roofing only you are not require to get a permit." A routine residential reroof (covering replacement only) in Springdale therefore needs no building permit; a reroof that reaches or changes the rafters/structure does require one. The same FAQ page separately states that changing siding needs no permit "as long as you do not change the structure of the building" -- the same structure-vs-surface line the reroof answer draws. City of Springdale Code of Ordinances Chapter 22 (Buildings and Building Regulations), read in full, contains no separate numbered reroofing exemption of its own; this finding is sourced from the Building Department's published FAQ rather than the codified ordinance text.
Sales & use tax
Springdale straddles Washington and Benton Counties, so its combined rate depends on which county the parcel sits in rather than being a single citywide figure. State rate 6.500% (Arkansas Department of Finance and Administration, effective statewide since July 1, 2013) plus a Springdale city rate of 2.000% (effective October 1, 2003) plus either a Washington County rate of 1.250% (effective July 1, 2021) or a Benton County rate of 1.000% (effective August 1, 1998), per the DFA's current (July-September 2026) quarterly "List of Cities and Counties with Local Sales and Use Tax" table, which prints Springdale's own row as "72-10 10/01/03 2.000% Washington/Benton See Below Varies" -- the table itself flags this city as a straddling-county special case rather than assigning one county rate.
