Colorado Jurisdictions on the 2024 I-Codes
Permitting authorities whose sourced adopted-code records cite the 2024 International Codes as adopted or in formal transition. Colorado jurisdictions adopt code editions independently, so 2024-code towns sit next to neighbors still on 2006-2021 editions.
City of Brush Community Development Department
The building permit authority for the City of Brush in Morgan County, Colorado. Re-roofing requires a permit under the city's simple permit designation, contractors must hold city credentials with liability insurance, and the city has adopted the 2018 ICC family of codes.
City of Cherry Hills Village Building Department
The building permit authority for the City of Cherry Hills Village in Arapahoe County. Permits are handled through the city's online portal, the city does not issue contractor licenses (only electrical contractors must register), and the 2024 I-Codes are adopted, with village-specific roofing requirements for ice barrier and drip edge.

City of Fort Morgan Building Department

City of Fruita - Building Division
The building permit authority for the City of Fruita, Colorado. The Building Division handles the building permit process, plan review, and enforcement of the adopted building codes, with permits submitted and inspections requested through the all-electronic Cloudpermit system. The division publishes dedicated reroof guidance, and offices are at 325 E Aspen Avenue in Fruita.
City of Glendale Building & Permits Department
The building permit authority for the City of Glendale, an enclave city in Arapahoe County. Requires building permit applications for all project types except signs, requires all contractors to be licensed with the city before pulling a permit, and adopted the 2024 I-Codes effective June 23, 2026.
City of Littleton - Building and Code Compliance Division
The building permitting authority for the City of Littleton, which spans Arapahoe, Jefferson, and Douglas counties. The Building and Code Compliance Division issues roofing permits, licenses contractors, and enforces the adopted building codes with Colorado-specific amendments.
City of Wheat Ridge - Building Division
The building permitting authority for the City of Wheat Ridge in Jefferson County. Building and Inspection Services issues roofing permits, licenses contractors, and enforces the adopted International Codes and city ordinances.
Clear Creek County Building Department
The building permit authority for unincorporated Clear Creek County, Colorado. Re-roofing permits are applied for through the county's online GovBuilt portal, all contractors performing work in the county must be licensed with the county, and the 2024 I-Codes are adopted.
Gilpin County Community Development - Building Division
The building permit authority for unincorporated Gilpin County, Colorado. Administers building permits, plan review, inspections, and building code compliance. Requires a permit for roof replacement over 200 square feet, requires contractor registration before work begins, and enforces the 2024 I-Codes with wildfire provisions effective April 1, 2026.
La Plata County Community Development Department - Building Division
The building permit authority for unincorporated La Plata County, Colorado, headquartered in Durango. The Building Division issues permits, performs plan review and building inspections, and enforces the county building code, which was updated by the Board of County Commissioners in June 2026 to the 2024 International Code Council code family. The county does not license contractors.
Lake County Community Planning and Development
The building permit authority for Lake County, Colorado. Administers all building, plumbing, mechanical, roofing, and solar permits for both the county and the City of Leadville. Roofing permits are required in both the county and the city.
Summit County Building Inspection Department
The building permit authority for unincorporated Summit County, Colorado. Notably, Summit County does not require a permit for re-roofing unless the scope of work includes structural changes to the roof. All contractors must register with the Summit County Building Department to obtain permits, and the county has adopted the 2024 I-Code Series with amendments effective for plans submitted on or after July 1, 2026.
Town of Alma - Building Department
The building permit authority for the Town of Alma, a statutory town in Park County and, per its own site, the "Highest Incorporated Town in North America." The Town's Building Department issues permits and verifies compliant construction for properties within Town limits under the 2024-edition ICC codes series (effective January 1, 2026); projects outside Town limits go through the Park County Building Department instead.
Town of Ault Building Department
The building permit authority for the Town of Ault, Weld County. The Town's Munibit-hosted site (previously found content-free in Wave 2) now publishes adopted-code editions, submittal checklists, and a permit/ contractor-registration portal; SAFEbuilt Colorado performs plan review for residential submittals under the Town's adopted codes.
Town of Berthoud - Planning and Building Department
The building permit authority for the Town of Berthoud, spanning Larimer and Weld counties. Requires a permit for roofing over one square, requires a licensed contractor for the work, and has adopted the 2024 I-Codes.
Town of Blue River - Building Department
The building permit authority for the Town of Blue River, Summit County. The Town runs its own Building Department rather than delegating to Summit County (unlike Dillon and Keystone); the Building Official function is contracted to Charles Abbott Associates (CAA), per the same CAA "[email protected]" model used by several other small Colorado towns. Permits are organized into Type A (new construction/additions/ subdivisions, requiring Planning & Zoning Commission approval), Type B (accessory structures/site work, Building Official approval), and Type C (roofs, siding, windows, interior remodel, plumbing/electrical/ mechanical, approvable by Town staff).
Town of Breckenridge Building Division - Community Development
The building permit authority for the Town of Breckenridge, Colorado. Reroof permits are required and may be applied for in person at 150 Ski Hill Road or through the town's CSS online portal. The town does not license general contractors, but contractors must hold a Town of Breckenridge business license to be listed on a building permit. The town has adopted the 2024 I-Codes, the 2023 NEC, and the 2025 Colorado Wildfire Resiliency Code.
Town of Columbine Valley Building Department
The building permit authority for the Town of Columbine Valley, Arapahoe County. The Town has its own Building Department, which reviews construction plans, issues building permits (including a dedicated roofing permit application), and manages building inspections directly, without delegating to the county or a contract inspection firm.
Town of Crested Butte Building Department
The building permit authority for the Town of Crested Butte, Colorado. Building permit applications require prior approval from the Board of Zoning and Architectural Review (BOZAR), and the town began enforcing its 2024 building code adoption (Town Code Chapter 18) on January 1, 2026, including wildfire resiliency provisions.
Town of De Beque - Building Safety and Permitting
The building permit authority for the Town of De Beque, a home rule municipality in Mesa County. The Town does not run its own building department; through a memorandum of understanding it contracts with the Mesa County Building Department to provide construction permit and inspection services, and the Town's own site names Mesa County as "the building code administrative entity for De Beque." The Town separately administers a local Building/Zoning Compliance Approval for site preparation, new construction, or major remodels.
Town of Eaton - Building & Permitting
The building permit authority for the Town of Eaton, Weld County. The Town contracts with SAFEbuilt for building inspection services, and permits are applied for, paid, and tracked through the CommunityCore online portal.
Town of Hudson - Building Department
The building permit authority for the Town of Hudson, in Weld County. Requires a permit for roof replacement (repair or replacement of less than one square of shingles is exempt), requires roofing contractors to carry minimum liability insurance, and publishes a detailed roofing-regulations handout covering tear-off, underlayment, fasteners, and inspection requirements.
Town of Lyons - Building Department
The building permit authority for the Town of Lyons, Boulder County. Building permit administration is handled through SAFEbuilt's Community Core e-permitting system. A Town of Lyons contractor license is required to pull a permit, and the town has adopted the 2021 ICC code series (moving to 2024 effective July 1, 2026) along with the State of Colorado Wildfire Resiliency Code.
Town of Mead - Building Division
The Town of Mead, Colorado operates its own Building Division, which checks plans, performs inspections, and keeps project records for construction in town, with SAFEbuilt providing plan review and inspection staff. A building permit is required for most construction projects, including re-roofing.
Town of Nederland Building, Planning & Zoning Department
The building permit authority for the Town of Nederland in the Boulder County foothills. Reroofs are handled through the town's One-Stop Building Permit, often processed the same day, and the town publishes dedicated IRC residential and IBC commercial roofing requirement guides. All contractors working in town limits must hold a Nederland contractor license, and SAFEbuilt Colorado is contracted for plan review and inspections.
Town of Pagosa Springs Building Division
Building permit authority for property within the Town of Pagosa Springs, Colorado. The town has adopted the 2024 editions of the International Code series via Ordinance 1034 and accepts permit applications through its iWorQ online portal; unincorporated Archuleta County is served separately by the county building department.
Town of Palisade (permits via Mesa County Building Department)
The Town of Palisade does not run its own building department; building permits, inspections, and adopted codes for construction within Palisade are handled by the Mesa County Building Department. The Town separately requires a Basic Planning Clearance for most construction activity, including reroofing, whose description of work must match the Mesa County building permit application.
Town of Parker - Building Division
The building permitting authority for the Town of Parker in Douglas County. The Building Division processes building permits through eTRAKiT, performs plan review, and enforces the town's adopted building codes.
Town of Pierce Building Permit Department
The building permit authority for the Town of Pierce, Weld County. The Town's Planning & Zoning department issues building permits directly and contracts inspections and plan review to SAFEbuilt; permits are applied for online through the CommunityCore portal, and the Town's published building-permit FAQ explicitly lists re-roofing among the projects that require a permit.
Town of Severance Building Department
The building permit authority for the Town of Severance, Weld County. The town accepts and issues building permits directly through its Building Department, requires a contractor license for most permitted work, and contracts building inspections to SAFEbuilt Colorado.
Town of Superior - Planning and Building Department
The building permit authority for the Town of Superior in Boulder County. Requires a permit for roof replacements and enforces detailed roofing standards including Class A fire rating, high-wind rating, and ice-and-water shield at all eaves.
Town of Telluride Building Department
Building permit authority for the Town of Telluride, Colorado. The Building Division performs all building plan reviews and inspections, all contractors and subcontractors must hold a Town of Telluride business license, and permits are submitted through the town's SmartGov online portal.
Town of Timnath - Building Services
The Building Services division of Timnath's Community Development Department processes all building permit applications, plan reviews, and inspections within town limits, including residential roofing permits. Permitting runs through the CommunityCore/CommunityConnect online system, and the Building Official role is staffed through SAFEbuilt.
