Central City - Building, Historic Preservation and Planning
The building permit authority for Central City, Gilpin County seat and a National Historic Landmark District. The City's Forms, Permits and Applications page states: "SAFEBuilt is the Building Official for Central City. All applications and inspections should be completed through the online portal Community Core." Properties within the Historic District additionally require a Certificate of Appropriateness from the Historic Preservation Commission for exterior work, reviewed separately from the building permit.
City of Black Hawk - Building Division
The building permit authority for the City of Black Hawk, a home rule gaming city in Gilpin County. Community Planning and Development oversees the Building Division, whose services have been contracted through SAFEbuilt since 2015; all building permits are pulled through the CommunityCore online portal under the City's adopted 2021 I-Codes and, effective July 1, 2026, the 2025 Wildfire Resiliency Code.
City of Cripple Creek Building Department
The building permit authority for the City of Cripple Creek, Teller County. The City's own Building Department, under the Planning & Community Development Department, processes building permit applications and annual contractor license applications and handles nuisance/code violations; SAFEbuilt is engaged as the City's full-service company for plan review, permits, and inspections, working alongside a City-employed Combination Building Inspector.
City of Dacono - Community Development Department (Building Division)
The building permit authority for the City of Dacono, Weld County. Plan review and inspection services are contracted to SAFEbuilt Colorado, with permit applications, plan submittals, and payments generally handled through the Community Core online portal. The department requires a permit for re-roofing, requires contractors to be licensed with the City before starting work, and has adopted the 2024 I-Codes.
City of Edgewater Building Division

The building permit authority for the Town of Ault, Weld County. The Town's Munibit-hosted site (previously found content-free in Wave 2) now publishes adopted-code editions, submittal checklists, and a permit/ contractor-registration portal; SAFEbuilt Colorado performs plan review for residential submittals under the Town's adopted codes.

Town of Elizabeth Building Department
The building permit authority for the Town of Elizabeth in Elbert County, Colorado. Building services including plan review, inspections, and permit issuance are provided with the assistance of SAFEbuilt, Inc. The town does not require contractor licensing to pull a permit, enforces the 2018 IBC, and requires final (and in some cases mid-roof) inspections for re-roofs.

Town of Georgetown Building Department
The building permit authority for the Town of Georgetown, the county seat of Clear Creek County. Building permit applications are submitted to and fees paid to the Town, but the Town contracts its building division services — plan review, inspections, and code enforcement — to SAFEbuilt. Because Georgetown is part of a National Historic Landmark District, many projects, including exterior/roof work, must also be reviewed by the Design Review Commission (DRC) for a Certificate of Appropriateness before a building permit is issued.
Town of Gilcrest Planning & Zoning Department
The building permit authority for the Town of Gilcrest, Weld County. The Town has no separate "Building Department" page; building permits are administered through the Planning & Zoning department and Town Hall, with a dedicated "Roof (re-shingle)" line item on the Town's Single Stop Projects fee schedule and a SAFEbuilt-authored re-roof guide confirming a permit is required to re-roof a house.
Town of Johnstown - Building Department
The building permit authority for the Town of Johnstown, spanning Weld and Larimer counties. Requires a permit for roofing and requires a Town of Johnstown contractor license for all permit-required work.
Town of Kersey Building Inspection Department
The building permit authority for the Town of Kersey, Weld County. The Town contracts building inspection and plan-review services to SAFEbuilt Colorado (Windsor office); permits are applied for, paid, and tracked online through the CommunityCore portal, and the Town publishes a SAFEbuilt "2024 IRC Residential Re-roofing" guide that explicitly requires a permit to re-roof a house.
Town of Kiowa - Building Department
The building permit authority for the Town of Kiowa, a home rule municipality and the county seat of Elbert County. SAFEbuilt, Inc. assists the Town with architectural review, inspections, and permit issuance under the Town's adopted 2018 International Building Code; the Town issues permits only for addresses within its own municipal limits, with Elbert County handling addresses outside those limits.
Town of Larkspur - Building Department
