Archuleta County Building Department

Grand County Building Division - Community Development
The building permit authority for unincorporated Grand County, Colorado, based in Hot Sulphur Springs. A permit is required to perform any construction, alteration, relocation, repair, change of use, or demolition of any building or structure, and all permit requests are submitted online. La Plata County Community Development Department - Building Division

Town of Arriba - Building Codes
The building permit authority for the Town of Arriba, a small agricultural community on Interstate 70 in northeastern Lincoln County. Ordinance No. 154 adopts the 2018 International Building, Residential, Mechanical, and Energy Conservation Codes by reference, with the Town Clerk's office designated as the building official. The Town separately adopted the Colorado Wildfire Resiliency Code by Ordinance No. 159 for all new builds and building modifications.
Town of Blue River - Building Department
The building permit authority for the Town of Blue River, Summit County. The Town runs its own Building Department rather than delegating to Summit County (unlike Dillon and Keystone); the Building Official function is contracted to Charles Abbott Associates (CAA), per the same CAA "[email protected]" model used by several other small Colorado towns. Permits are organized into Type A (new construction/additions/ subdivisions, requiring Planning & Zoning Commission approval), Type B (accessory structures/site work, Building Official approval), and Type C (roofs, siding, windows, interior remodel, plumbing/electrical/ mechanical, approvable by Town staff).
Town of Breckenridge Building Division - Community Development
The building permit authority for the Town of Breckenridge, Colorado. Reroof permits are required and may be applied for in person at 150 Ski Hill Road or through the town's CSS online portal. The town does not license general contractors, but contractors must hold a Town of Breckenridge business license to be listed on a building permit. The town has adopted the 2024 I-Codes, the 2023 NEC, and the 2025 Colorado Wildfire Resiliency Code.
Town of Crested Butte Building Department
The building permit authority for the Town of Crested Butte, Colorado. Building permit applications require prior approval from the Board of Zoning and Architectural Review (BOZAR), and the town began enforcing its 2024 building code adoption (Town Code Chapter 18) on January 1, 2026, including wildfire resiliency provisions.

Town of Fraser Building Department

Fraser operates its Building Division jointly with the Towns of Winter Park and Granby via an Intergovernmental Agreement; the shared Building Division reviews plans and performs inspections for all three towns using a common permit application, while zoning and land use review remain a separate Fraser Planning function.
Town of Hot Sulphur Springs (Grand County Building Department)
The Town of Hot Sulphur Springs, Grand County seat, does not run its own building permit review or inspection function. The Town's own New Single-Family Home Building Permit Guide states: "The Town has contracted with the Grand County Building Department to review and issue building permits and conduct inspections. When you submit your application to the Town, you will need to include a completed county building permit application... After zoning compliance is verified, the Town will then forward the submittal package to the County for their review of the plans against the adopted building codes." NOTE: hotsulphurspringsco.com is a hijacked/gambling domain and was not used as a source; only townofhotsulphursprings.colorado.gov was used.
Town of Hugo (Building Permits via Town Hall)
The building-permit authority for the Town of Hugo, the Lincoln County seat. Hugo's Land Development Code (Ordinance No. 253) adopts the 2006 International Building Code and 2006 International Residential Code by reference, and the town adopted the 2025 Colorado Wildfire Resiliency Code by Ordinance No. 295 in April 2026. Permit applications are acquired at the Hugo Town Hall.
Town of Lyons - Building Department
The building permit authority for the Town of Lyons, Boulder County. Building permit administration is handled through SAFEbuilt's Community Core e-permitting system. A Town of Lyons contractor license is required to pull a permit, and the town has adopted the 2021 ICC code series (moving to 2024 effective July 1, 2026) along with the State of Colorado Wildfire Resiliency Code.
Town of Mt. Crested Butte Building Division
The building permit authority for the Town of Mt. Crested Butte, Gunnison County. The Building Division "is responsible for administering the town's building codes through the permitting process," including implementation and enforcement of "all laws, ordinances, and codes that govern development within town limits," plus building design review preparation for Planning Commission and DDA-district compliance review. NOTE: the town's older site, mtcrestedbuttecolorado.us (a GovOffice-hosted site with stale content, e.g. a 2020 COVID work-from-home notice still on its homepage), is superseded by the current official site, mtcb.colorado.gov, which is used as the source throughout this record.
Town of Norwood - Permit and Development Application
The Town of Norwood, San Miguel County, processes a combined "Permit and Development Application" through its own Town Clerk/Planner for zoning and land-use review, then forwards the application to the San Miguel County Building Official, who is the authority that actually issues the building permit. The Town's own Permit and Development Application form contains a section explicitly labeled "Below for San Miguel County Building Official Use Only," where the county records the "COUNTY BUILDING PERMIT NUMBER (once issued)."
Town of Pagosa Springs Building Division
Building permit authority for property within the Town of Pagosa Springs, Colorado. The town has adopted the 2024 editions of the International Code series via Ordinance 1034 and accepts permit applications through its iWorQ online portal; unincorporated Archuleta County is served separately by the county building department.
Town of Silverton Building & Code Enforcement Department
The building permit authority for the Town of Silverton and San Juan County (the Building Department issues permits and inspects for both jurisdictions). The Town and County have adopted the 2015 International Code Council code family, and as of July 1, 2026 the Colorado Wildfire Resiliency Code is enforced for new and applicable retrofit construction, explicitly requiring permits for new roofing, siding, window, and fencing projects.
Town of Stratton - Building Permits
The building permit authority for the Town of Stratton, Kit Carson County. Building permits are requested and administered through a zoning permit committee under the Town's Ordinance No. 89-A (Section 15.08), with a Board of Trustees-set fee schedule that explicitly names roofs; the Town separately adopted the 2025 Colorado Wildfire Resiliency Code by reference in April 2026, administered by the Town Building Department.
Town of Timnath - Building Services
The Building Services division of Timnath's Community Development Department processes all building permit applications, plan reviews, and inspections within town limits, including residential roofing permits. Permitting runs through the CommunityCore/CommunityConnect online system, and the Building Official role is staffed through SAFEbuilt.
Town of Winter Park Building Division
The building permit authority for the Town of Winter Park, Grand County. Winter Park operates its Building Division jointly with the Towns of Fraser and Granby via an Intergovernmental Agreement. The Town's own page states: "The Winter Park and Fraser Building Division is committed to maintaining the public health, safety, and general welfare of citizens and guests," and "The Building Division accepts applications for new, additions, alterations, and repair construction."
