A permit is required whenever you intend to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure; permits are applied for through the county's SmartGov permitting portal. Before a Certificate of Occupancy is issued, a roofing certification form completed by the installer is required.

Inspection requests are made through the SmartGov permitting software. East county areas (Ophir, Trout Lake, Ski Ranches, Lawson, Aldasoro) are inspected Mondays and Wednesdays; all other areas are inspected Tuesdays and Thursdays.

By Resolution 2023-01, the 2018 International Codes are in effect in San Miguel County, with county-specific amendments. The county has also adopted the Colorado Wildfire Resiliency Code effective July 1, 2026.

Not required — San Miguel County's Building page states that the 2018 International Codes are in effect by way of Resolution 2023-01 and publishes the County's amendment set as "Amendments to the 2018 International Codes," which was read in full. It carries a separate amendment section for each of the 2018 Building, Residential, Mechanical, Fuel Gas, Energy Conservation, Existing Building and Swimming Pool and Spa Codes; Sections 101.4.3 and 101.4.5 of the Building Code are deleted so that plumbing falls to the State and fire prevention to the local fire protection districts. The amendments address fees, permit exemptions, deletion of the board of appeals in favor of the procedure at C.R.S. 30-28-206 and 30-28-207, a new construction mitigation plan requirement, and manufactured-housing foundations. The only roofing content is a newly added Section R328, Wildfire Resistant Construction, whose Section R328.5 provides that "Roofs shall have a roof assembly that complies with not less than a Class B rating when tested in accordance with ASTM E108 or UL 790, or an approved ignition-resistant roof covering," with eave-end spaces firestopped or covered by a 72-pound mineral-surfaced cap sheet complying with ASTM D3909; Section R328.1.1 separately recognizes fire-retardant-treated wood shingles and shakes meeting Section 1505.6 of the Building Code and classified as Class A assemblies under Section 1505.2. Those are fire classifications and are independent of impact rating. No amendment touches Chapter 9 of the Residential Code or Chapter 15 of the Building Code, and neither the adopted codes nor any County amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The County states that it adopted the Colorado Wildfire Resiliency Code on April 1, 2026 and began enforcing it on July 1, 2026; that code requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at its Sections 101.6 and 403.2, in areas designated wildland-urban interface under that code, which is again a fire classification and sets no impact-resistance requirement.

San Miguel County's "Amendments to the 2018 International Codes" document amends IRC Table R301.2(1) (Climatic and Geographic Design Criteria) to read, in relevant part: Wind Design Speed 115 mph, Topographic effects NO, Special wind region NO, Windborne debris zone NO, Seismic Design Category C, Weathering Severe, Winter Design Temp -6 F, Air Freezing Index 2000, Mean Annual Temp 40 degrees F -- with a footnote that Exposure C is assumed "unless otherwise noted on sealed construction drawings prepared by a licensed engineer," and ground snow load set per "ASCE 7 or Colorado Design Snow Loads, SEAC 2016."
