No. 1613, § I, 4-18-2023) adopts "the 2018 International Residential Code for One and Two Family Dwellings and Townhouses ... as amended and modified by the Oklahoma Uniform Building Code Commission (OUBCC) as if fully set out at length herein." Sec. 4-1-1 through Sec. 4-1-8 (the whole of Article 1) were read in full and contain no locally restated amendment to IRC Chapter 9 Roof Assemblies and no UL 2218, Class 4, or impact-resistance provision; the 2018 IRC is adopted by blanket reference to the OUBCC text rather than by section-by-section local restatement. The matching-vintage statewide OUBCC IRC 2018 Permanent Rule (OAC 748:20-6-14, "IRC 2018 Chapter 9 Roof Assemblies," 13 modifications), which this blanket adoption incorporates, likewise contains no UL 2218, Class 4, or hail-impact provision.
Roof layer limit / recover
Jenks Code of Ordinances Sec. 4-1-1(A) "Adoption of Codes" adopts the 2018 IRC "as amended and modified by the Oklahoma Uniform Building Code Commission (OUBCC) as if fully set out at length herein," with no Jenks-specific amendment to IRC Chapter 9 anywhere in Article 1 (Building Code and Regulations) -- confirmed by reading Sec. 4-1-1 through 4-1-8 in full; none addresses roofing/recover. The governing text is therefore the OUBCC's own statewide R908.3.1.1: "A roof re-cover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering. 4. Deck & sheathing requirements
Same blanket-adoption finding as roof_layer_limit above -- Jenks Sec. 4-1-1 through 4-1-8 contains no local amendment to IRC R905 -- so the governing text is the OUBCC's own statewide R905.2.1: "Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)." (OAC 748:20-6-14(2)).
Sales & use tax
Combined rate 8.417% inside Jenks city limits (state 4.5% + City of Jenks 3.55% + Tulsa County 0.367%). The OTC rate chart lists only one jurisdiction code for Jenks (COPO 7208, Tulsa County), so the combined rate does not vary by address within the city.
