Sec. 4-1-1 through Sec. 4-1-8 (the whole of Article 1) were read in full and contain no locally restated amendment to IRC Chapter 9 Roof Assemblies and no UL 2218, Class 4, or impact-resistance provision; the 2018 IRC is adopted by blanket reference to the OUBCC text rather than by section-by-section local restatement. The matching-vintage statewide OUBCC IRC 2018 Permanent Rule (OAC 748:20-6-14, "IRC 2018 Chapter 9 Roof Assemblies," 13 modifications), which this blanket adoption incorporates, likewise contains no UL 2218, Class 4, or hail-impact provision.

Deck & sheathing requirements
Same blanket-adoption finding as roof_layer_limit above -- Jenks Sec. 4-1-1 through 4-1-8 contains no local amendment to IRC R905 -- so the governing text is the OUBCC's own statewide R905.2.1: "Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)." (OAC 748:20-6-14(2)).
